For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Consultant, External Engagement and Advocacy for Yayasan IJMI.

Yayasan Integritas Justitia Madani Indonesia (IJMI) is an independent local foundation established in Indonesia per the Ministry of Law and Human Rights Decree AHU0005931.AH.01.12. Tahun 2023 TANGGAL 08 Maret 2023. IJMI Foundation is a partner of International Justice Mission, an international organization that also has a mission in line with IJMI Foundation. In this partnership, IJMI Foundation adopts IJM's systems, models, approaches, and resources that have been trusted and proven to provide the impact that is also expected or targeted by IJMI Foundation.

This position is based in Jakarta, Indonesia and reports to the Executive Director of Yayasan Integritas Justitia Madani Indonesia

 

Scope and Responsibilities:

This is a short-term consultancy position for an individual consultant/contractor, initially for 3 months or 45 days (between January to April 2024) with potential extension. Overall scope of the consultant is to support the Foundation in realising the Country Program Strategy (CPS) primarily on advocacy and community engagement dimensions and the advocacy multiyear plan, into a one year strategic plan for FYE25 (April 2024-March 2025) and executing critical initiatives relevant to the plan. The followings are specific objectives for the position:

1.       Develop external engagement and advocacy plan for FYE2025

2.      Engage with targeted key stakeholders and materialise specific arrangements for each of the stakeholder with clear initiatives and resourcing plan such as MoU, LoA, etc

3.      Manage specific initiatives relevant to the plan such as campaign event, policy dialogue, etc

 

 

Responsibilities

·       Initiate and or continue engagement with Foundation’s key stakeholders as identified in the Country Program Strategy in collaboration with other programme-related team members and the Executive Director. This would be the primarily key host government agencies: MoFA, MoSA, MoWECP, Indonesia National Police, National CTIP Task Force, MoM, and MoLHR.

·       In collaboration with Program Management (PM) Lead, facilitate engagement and participation of relevant key stakeholders for the implementation of program as directed by the CPS.

·       Facilitate discussions and finalizing partnerships arrangements with respective key stakeholders such as MoU, LoA, and other forms of partnership arrangements in collaboration with PM Lead and other Programme team members.

·       Support PM Lead in designing initiatives/project frameworks agreed in the MoU/LoA for implementation/execution.

·       Identify opportunities for partnerships with relevant key stakeholders and initiate necessary engagement for strategic new stakeholders.

·       Continue reviewing and updating stakeholders map in alignment to changes and opportunities.

·       In collaboration with other program team members, identify opportunities for advocacy for issues relevant to FLS.

·       Design advocacy plan specific for particular issues of interest of the Foundation in alignment to the annual plan and partnerships arrangements.

·       Facilitate policy discussions and engagements on particular priority issues relevant to FLS and the strategic plan. 

·       Write and present policy paper and or briefing for particular priority issues relevant to FLS.

·       In collaboration with other programme team members, prepare TOR and manage initiative involving external or partners mobilization such as public campaign, awareness raising, research dissemination, etc.

·       Develop and submit host government and advocacy quarterly reports for the Foundation and support other reporting to ensure relevant engagement and advocacy deliverables are properly captured and presented.

·       Support development of project grant proposal as needed.

·       Carry out other tasks as assigned.

 

Requirements:

·       Indonesian citizen

·       10+ experiences in external engagement, advocacy, public policy, or other relevant field with non-profit organization or government

·       Understanding Indonesia policy framework and system around FLS, CTIP, and human rights issues

·       Capability to navigate various sectors working within the Justice System in Indonesia, preferably with experiences in specific FLS or CTIP issues

·       Experiences in developing and managing multi-sectors collaboration and partnerships

·       Experiences in managing public engagement initiatives or projects

·       Experiences in writing policy paper, briefing paper, etc

·       Good analytical skills with capability to look at macro level for trend and opportunities at the same time understand the micro level for execution

·       Excellent interpersonal skills and influencing different stakeholders

·       Good communication skills with good command of English for verbal and writing

Mode of Payment

The consultant will receive a daily rate with a maximum of 45 working days within the consultancy period (January-April 2024). Payments will be made monthly based on the monthly invoice submitted by the consultant on actual working days.
