Background and Justification

 

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a five-year USAID funded cooperative agreement (2020-2025) led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries’ self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.

The Country Health Information Systems and Data Uuse andam (CHISU) is a USAID funded cooperative agreement led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries’ self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.

 

As USAID’s flagship HIS and data project, CHISU Indonesia will support the Ministry of Health of Indonesia to strengthened governance and enabling environment for health financing information systems, increase availability and interoperability of quality health financing data and information systems, and increase demand and use of health financing data and information to address health priorities, gaps, and challenge. There are currently several challenges in the management and use of health financing data. The current condition is that data collection is still done manually and is repeated in each work team at the Ministry of Health (MOH). Therefore, the MOH needs a system that can accommodate the needs of recording, collecting, and analyzing quickly. Developing Health Financing Information System called as Sistem Informasi Pembiayaan Kesehatan (SIPK) starts from February 2023, by finalizing data standardization and mapping for all National Health Financing needs. DHIS2 was then agreed upon as a tool’s platform used to build the SIPK ecosystem for all stakeholders (data sources), components and data sets. Based on the design, the 4 SIPK components were built sequentially by prioritizing the completion of the Health Insurance component, especially Data Costing originating from secondary healthcare, then moving on to the components of the National Health Account (NHA), Health Technology Assessment (HTA) and finally completing the Health Financing component for the Provincial and District levels.

 

On June 14, 2023, CHISU together with DTO and PUSJAK PDK successfully launched the SIPK Data Costing reporting module to around 1000 pilot hospitals. This module is the component with the most variables in the National Health Financing dataset (43% of the total variables). While completing the need for dashboard visualization for this module, CHISU, DTO and other Health Financing stakeholders are currently preparing to develop next component, namely the National Health Account as well as integration of insurance data originating from personal health records in SATUSEHAT so that it can be connected with SIPK.

 

To support the development of this system, we need experts who understand the context of systems development and architecture design. The Health Financing Information System Specialist will be responsible for supporting systems users in the design, development and implementation of the SIPK. They will also be responsible for the development of the functional requirements for SIPK sub-architecture and modules. Finally, they will develop key technical guidance and user training materials for health financing information systems management, contributing to long term sustainability of digitalization of the exchange of health financing data. The Health Financing Information System Specialist will report to the CHISU Indonesia Senior Information and Communication Technology (ICT) Specialist, and work closely with the Health Financing Specialist, liaising regularly with the Data Team of the MOH’s Digital Transformation Office (DTO) and Center for Data and Information Technology (Pusdatin) and the MOH’s Center for Policy for Health Financing (Pusjak PDK).

Activity Manager: Report to Senior Information and Communication Technology (ICT) Specialist

 

Purpose and objectives of the consultancy:

       Design and develop data repository platform for health financing and design requirements for an integrated health financing information system:

o   Work closely with the Health Financing Specialist to define and maintain update the standard of metadata in a health financing data repository platform as per the requirements of             Pusjak PDK so that all stakeholders can provide all the data needed directly in the platform.

o   Develop the health financing data repository platform as per the requirements.

o   Develop the health financing data integration and interoperability with other health financing source systems.

o   Manage the data repository platform and dashboard for the formulation on health financing as well as perform troubleshooting when needed.

o   Develop technical documentation of platform and dashboard production as well as development of manual books.

o   Manage all phases in the development cycle (concept, design, test, release, operational).

o   As part of the repository, work closely with the Health Financing Specialist to develop an analytical dashboard of all health financing data compiled from stakeholders, which will be         utilized for drafting policies on health financing.

Iterate health financing dashboard and data repository platform concepts and designs to make it user friendly and coordinate as well as facilitate input and recommendation           from all stakeholders.

 With health financing and health information system stakeholders, develop a requirements document for a health financing information system sub architecture including the business                    processes, workflows, and functional requirements.

 Develop or contribute to user guidance or technical documentation for health financing information systems management, contributing to long term sustainability of digitalization of the               exchange of health financing data with Pusdatin and Pusjak PDK.

   Ensure data governance, access control and collected data are in line with the requirements in drafting policies on health financing.

 Facilitate and coordinate with DTO Data Team, Tech Team and Product Team, as well as Pudatin to ensure the platform or dashboard meet the Ministry of Health Technology Standard,                 especially on the Data Mart, Data Warehousing and API Management, as well as the needs of users such as the MOH’s Pusjak PDK.

 Assist Head of Tribe Health Financing of the DTO to coordinate with health financing stakeholders internal and external to the Ministry of Health.

 

Expected Deliverables:

     Maintain good relationships with all stakeholders.

     Maintenance and troubleshooting of the platform.

     Platform development progress.

     Technical assistance updates.

       Health financing data repository design, including complete metadata standard and ICT implementation design.

       Health financing backend integration development.

       Updated to version 1.1 of the health financing program.

       Report on training and mentoring for national and sub-national users.

       Design model sub-architecture for health financing.

       Technical documentation and user guidelines.

 

QUALIFICATIONS

       Bachelor's degree in Information System, Computer Science, IT Management, or other related disciplines.

       Have at least 3 years of experience in data management, metadata development, software engineering, and data warehousing.

●     Have ability in Information Systems especially programming JavaScript (especially ReactJS framework), Java, HTML, Python, or other related programs; Able to develop full-stack                     applications; as well as develop data visualization using chart library.

       Great data warehousing and website development platform skills.

       Great backend and web service development skills.

       Good understanding of developing integration and interoperability logic for information systems.

       Good understanding of health financing with at least one year of experience in public/private health insurance organizations, institutions, or other related institutions.

       Have a network in public/private health insurance organizations or institutions, medical facilities, or other related institutions.

       Having the ability to design UI/UX is a plus.

       Have the ability to work with agile product development teams; genuinely excited about identifying new ways to boost team effectiveness and synergy.

       Good written and verbal communication skills in Bahasa Indonesian and English.
