Program Background

The Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a 10-year facility supported by the Australian Government and implemented by Cardno. KIAT’s overarching goal is to support ‘sustainable and inclusive economic growth through improved access to infrastructure for all people’. To support this goal, KIAT works with the Government of Indonesia (GoI), Government of Australia (GoA), the private sector, Multilateral Development Banks (MDBs) and other development partners, as well as civil society to help achieve the following outcomes:

1.          Improved GoI policy and regulatory framework for infrastructure development 

2.          High quality projects prepared and financed by GoI, the private sector and / or MDBs

3.          High quality infrastructure delivery, management, and maintenance by GoI

4.          Infrastructure policies, design and delivery are more inclusive for women and people with disabilities.

The initial focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); and Infrastructure Funding and Financing.


The role

The purpose of the Research Manager (Infrastructure) is to enable and support KIAT to provide high-quality research and analysis on the Indonesian infrastructure, to inform the design and effective delivery of KIAT activities as well as to support engagement with GoI counterparts on key policy areas.

This role also involves the following key activities:

The key activities for the positions are:

  • In close consultation with KIAT advisors and KIAT technical directorates, develop a research agenda and annual research plan for the Facility as the basis for further discussions and agreement with DFAT
  • Lead the implementation of the research program as identified and agreed, including ad hoc research priorities as directed
  • Coordinate and manage the development of quarterly infrastructure briefs on agreed topics, including supporting analysis and drafting as required
  • Coordinate the scoping, design, procurement, and contracting of individual research activities within the research program
  • Advise on and quality assure the design and implementation of research work carried out by subcontracts or short-term consultants
  • Advise on resourcing requirements across the KIAT portfolio to accommodate additional research work as required
  • Identify opportunities for innovative policy research in the infrastructure sector, including related to economic analysis and big data
  • Liaise with relevant research organisations in Indonesia and Australia focussed on infrastructure issues
  • Coordinate internally with the KIAT Performance Team and Communications team on the visualisation of data, M&E results, and research findings for inclusion within KIAT reporting as well as stand-alone policy briefs
  • Produce content for use in KIAT communications materials
  • Represent the Facility in meetings as directed by the Deputy Director (Strategic Planning and Performance), including in forums for the presentation of research findings
  • Ensure that consultations, meetings, and decision-making processes include representations of gender
  • Ensure that the design and implementation of all research activities appropriately considers Gender Equality, Disability and Social Inclusion (GEDSI).

About you

You will be a motivated and proactive Research Manager (Infrastructure) with the right combination of great project administration and operations, teamwork, and a commitment to technical excellence.

You have the following selection criteria:

Essential

  • Postgraduate qualifications (Masters or PhD) in economics, management, public policy, or other relevant discipline
  • At least 5 years’ experience in designing, conducting, commissioning, or managing academic or policy research
  • Demonstrated prior academic or consulting experience in research design and quantitative and qualitative analysis.
  • Experience in synthesising and communicating research results for senior-decision-makers
  • Ability to work independently and to tight deadlines
  • Exceptional verbal and written communication skills in English and ability to communicate with a wide range of stakeholders from diverse backgrounds

Desirable

  • A demonstrated understanding of the Indonesian infrastructure sector including relevant laws, policies, regulations and the political economy of the sector
  • Knowledge and awareness of the different needs of traditionally disadvantaged infrastructure stakeholders such as women, the elderly, and people with disabilities or special mobility needs
  • A record of achievement in research and publication related to the assignment
  • Verbal and written communication in Bahasa Indonesia

Remuneration

Successful Indonesian nationals will be engaged under a local contract in IDR, and will be subject to Indonesian employment regulations and tax obligations
