SUMMARY
Provide technical support and leadership for the conceptualization, development, and support of the Country Office’s Strong Core Program Portfolio to accomplish ChildFund’s core intent and outcomes within a theory of change and rights-based approach.

The Child Development Specialist serves as the Country Office resource for the strategic conceptualization and development of child development programs focused on children aged 0 to 14 years old (Life Stage 1 and Life Stage 2 programs). Life Stage 1 program focused on making children healthy and secure by ensuring access to good and quality ECD services  helping to break the cycle of poverty, gender bias, social inequality and disability discrimination leading to sustainable results that benefit children and their families. While Life Stage 2 program aimed to make children confident and educated through participation in formal and informal settings. The post holder is also responsible for strengthening the capacity of ChildFund’s implementing partners to achieve the child development program priorities that includes, among others, responsive parenting, positive parenting and life skills education and financial Literacy, based on the required technical standards. These life stage programs mainstream Child Protection, Gender, and Disaster Risk Reduction and Management (DRRM).

DUTIES/RESPONSIBILITIES

Program Design
Technical support for local adaptation of program models using program design tools that enable the implementation of program models with clear and consistent quality standards across all life stages, inclusive of child agency and participation.
Support the Country Strategic Plan (CSP) process; provide technical expertise on concept papers, program pipelines and proposal development.
Generation of life stage content for internal and external communications.

Program Management and Implementation
Build capacity of relevant staff on technical elements related to life stage interventions through mentoring, training, knowledge/information exchange, experience sharing and technical expertise.
Planning and executing the roll-out of program models with partners.
Regularly review and monitor progress of programs in accordance with established indicators, guidelines, and evidenced based best practices; recommend improvement actions.
Support identification and selection of consultants or partnerships needed for program support in the country office.

Grants Acquisition and Management Support
Support grant acquisition, including project and proposal development. Support the intelligence gathering, country office positioning, rapid response to competitive bids, and general project development and negotiations with donors.
Facilitate appropriate and legally sound relationships between the country office, region and organization with funding institutions based on a risk framework and in a manner that shields organization from direct or indirect liabilities. 
Support editing of program reports for submission to donors and International Office.

Research and Innovation
Ensure high quality implementation of research and evaluation activities to support program models and other interventions across life stages.
As directed, undertake special project activities to research and or innovate program models and practices.

Visibility and Representation
Build/deepen partnerships with external partners, , government and stakeholders based on organizational strategy; promote networking, collaboration and engagement with relevant platforms and processes within the country office’s Strong Core Program portfolio.
Help promote ChildFund’s learning network of practitioners that can serve as a capacity building resource and facilitate the sharing of information.

Knowledge Management and Learning
Develop learning and knowledge products in the area of technical expertise that meet standards and enable organization-wide learning and sharing by documenting approaches, project and program designs and lessons, case studies and other knowledge products. Seek and leverage existing knowledge products in order to increase efficiency and effectiveness.

Child Safeguarding
Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.

QUALIFICATIONS/EXPERIENCE
Required                                            
At least 5+ years’ experience in area of early childhood development, preferably with an international development organization.
Outstanding written and oral communication skills 
Demonstrated experience in serving as a technical specialist in multi-cultural work environments focusing on program development and management.
Demonstrated ability to build, develop and foster relationships internally and externally.
Excellent administrative, communications, negotiation and decision-making skills.
Demonstrated ability to represent and interact with donors, government officials, international organizations and NGO representatives.
Strong organizational, inter-personal, communication and report writing skills.
Computer proficiency in general office software (i.e. Word, PowerPoint, Excel, and Outlook).

Preferred
English proficiency.

Education
Bachelor’s or higher-level degree in early childhood development, social work or other relevant fields.  Equivalent relevant experience maybe acceptable in lieu of degree.
