Admin and Finance Officer with KEMITRAAN to be based in Pekalongan

II. Organizational Context
The coastline area northern of Central Java (Pantura) is severely affected by climate change. An area covering of 3 Regencies comprising of Pekalongan, Batang, Demak and 2 municipalities of Pekalongan City and Semarang City are the area where the impact of climate change in the form of sea level rise are visible.

The coastal sub-districts of the municipality of Pekalongan are one of the most affected by climate change impact, which destroy not only the livelihood source of the affected community but also the social- cultural aspects of the city. Tidal flood and permanently deepening inundation of the coastal settlement areas of Pekalongan City makes it difficult for the coastal community there to organise or generate alternative livelihood, such as fish ponds. Lost of livelihood source force the men to seek for other income alternative, while women are burdened both with domestic activities and income generating activity to support the households. This thus increases women vulnerability caused by the double responsibility they have to carry over their shoulders.

At community level in the affected Kelurahan, concerns about health issues arise caused by inundation that also affects houses, leading to destruction of the individual sanitation system. Waterborn disease has been identified infecting the population in the affected areas. Since the occurrence of frequent tidal flooding and inundation covers a vast areas of coastal settlement, individual support to improve sanitatio n condition of the community is almost impossible. Urgent collective solution is one option to rapidly overcome the issue.

In partnership  the municipality of  Pekalongan, KEMITRAAN  has develop  a project to  increase  the resilience and improve the adaptation capacity of Pekalongan City’s community towards climate change impact. This project is funded by the Adaptation Fund (AF) under the oversight of its Designated Authority, which is the Ministry of Environment and Forestry (KLHK) . The activities under this 3-year- project range from strengthening coastal protection, improvement of community’s sanitation, promotion of alternative livelihood and improvement of the city’s climate change adaptation policy implementation.

To support the activities, KEMITRAAN therefore is seeking for a potential Admin and Finance Officer that is capable to help with the technical implementation of the project to be based in Pekalongan. The Admin and Finance Officer will work closely with all the personnel within the AF Project team as well as with other unit within the organization.


III. Functions / Key Results Expected

Implementation of operational and financial management processes
Administration of budgets, Accounting, finance and administrative support

Financial Management
•       Financial analysis and assessment of the project activities, and project proposals from
potential Grantees, including revenues, spending, and cash flow forecasts.
•    Financial monitoring and evaluation of the partners and third parties, over project activities by analysis of financial reports and audits.
•    Preparations of payments in the contracts between (AF) Project and partners & third parties.
•       Financial handling of funded projects.
•    Assist with preparation and review of plans, budgets, performance reports, project proposals, and return on investment analysis.
•       Assist with the preparation of medium term and long term financial plans.
•    Assess and advise on the financial capacity of partner organizations and accountability systems.
•       Facilitate capacity building and expert knowledge in financial administration and control.
•    Contribute to the development and implementation of building financial management capacities for partner oraganizations/institutions, especially in the local and grass-root level.

Administrative, Reporting, and Support
•    Administrative duties in support of Financial management, including daily sorting of
paperwork, filing, photocopying documents as necessary, and scanning documents for storage.
•    Assist the Team Leader and Project Officers in reviewing applications and proposals, by locating or requesting necessary supporting documentation from potential partners.
•    Maintain and update logs of partners status reports.
•    Work with the KEMITRAAN Finance unit to manage disbursement and payments.
•    Work with the KEMITRAAN General Support unit to compete and purchase goods and services in-kind for grantees.

VI. Recruitment Qualifications

Education:    Bachelor’s  Degree  (or  equivalent),  preferably  in  Accounting;
Competence and demonstrated experience in the use of computerized systems, including financial software applications is essential; Have general understanding on accounting and project software;  Excellent language skills in English and Bahasa;  clear commitment to the governance reform.


Experience:    At  least  3  years  work  experience  in  the  finance  and  grants
management field, preferably with USAID projects, UN agencies, or international NGOs;   3-5 years of substantial experience in finance with a demonstrated track record on financial monitoring of projects; Competence and demonstrated experience in the use of computerized systems, including financial software applications is essential;  xcellent  verbal  and  written  communication  skills;Strong interpersonal skills, attention to detail, discretion and high integrity are imperative; Ability and willingness to work with people of different backgrounds and to contribute constructively to a working environment based on mutual respect and trust; Can work  in  a  team  as  well  as  individually,  ability to  work  under minimum supervision.
Language Requirements:    Fluency in written and spoken English and Bahasa Indonesia.
