Project Overview and Role:

MENTARI (Menuju Transisi Energi Rendah Karbon) is an ambitious four-year programme that formally started on 6th January 2020. The programme aims to deliver inclusive economic growth and poverty reduction in Indonesia, by supporting the uptake of low carbon energy. Led by the British Embassy Jakarta, MENTARI is implemented by Palladium International Indonesia in consortium with Castlerock Consulting and Hivos. The programme has a specific focus on developing the low carbon energy sector to best support the disadvantaged communities, and specifically those in eastern Indonesia. By working closely with the Government of Indonesia and other stakeholders to improve the enabling environment and drive investment, MENTARI will demonstrate the possibilities of low carbon energy for Indonesia's economic development, job creation and social inclusion, while helping to mitigate climate and environmental impacts.

 

Primary Duties and Responsibilities: 

MENTARI is seeking to engage an individual in the role of Renewable Energy Technical Advisor who will review, analyse, and make recommendation from technical aspect on all RE development, particularly in early or during development stage of the project. 


Duties: Under the direction of the Brokerage Investment Lead, the Renewable Energy Technical Advisor will:
1. Provide close and regular technical backstopping to the Brokerage team and the broader MENTARI colleagues and other implementing entities in coordinating and liaising with stakeholders – including line ministries, development partners, civil society, and the private sector;
2. Draft TOR for technical consultancies (pre-FS, FS, grid study, etc.) and identify potential national / international consultants to carry out the assignment;
3. Review and assess technical aspects of incoming bids from potential consultants / consulting companies; and
4. Supervise and provide quality assurance for the works conducted by international and national consultants and project partners.

Required Qualifications:

Education:
1. An advanced university degree (M./Sc.) in Electrical Engineering from a reputable University with specific study in Energy System is required with 7 years of experience;
2. A first level university degree (B.Sc.) in Electrical Engineering from a reputable University with 10 years of experience is required; and
3. Additional relevant postgraduate courses in Renewable Energy or related field will be a strong asset.
Required:
4. Have 8 to 10 years of experience in Engineering Consultant, project developers, or similar fields;
5. Demonstrated experience and practical knowledge of on / off-grid renewable energy, preferably solar PV systems, hydro, wind, marine and biomass;
6. At least 5 years technical experience in design, development, implementation and procurement of solar PV systems in Indonesia is required;

7. At least 3 years of experience required in business analysis, feasibility studies and resource assessment for RE projects is required;

8. Have a strong, creative and entrepreneurial streak with proven ability to find new solutions and influence the thinking of others;

9. Strong knowledge of the new RE development, trends, innovative solutions;
10. Demonstrated ability to clearly communicate complex information in a user-friendly way, including outstanding skills in writing, editing and presenting to small and large audiences; and
11. Fluent in English both for oral communications and in writing.

Preferable:
12. Experienced in international cooperation/program technical assistance is a key advantage;
13. Experience in establishing national and international networks engaged in RE highly desirable.
