Project Overview and Role:

MENTARI (Menuju Transisi Energi Rendah Karbon) is an ambitious four-year programme that formally started on 6th January 2020. The programme aims to deliver inclusive economic growth and poverty reduction in Indonesia, by supporting the uptake of low carbon energy. Led by the British Embassy Jakarta, MENTARI is implemented by Palladium International Indonesia in consortium with Castlerock Consulting and Hivos. The programme has a specific focus on developing the low carbon energy sector to best support the disadvantaged communities, and specifically those in eastern Indonesia. By working closely with the Government of Indonesia and other stakeholders to improve the enabling environment and drive investment, MENTARI will demonstrate the possibilities of low carbon energy for Indonesia's economic development, job creation and social inclusion, while helping to mitigate climate and environmental impacts.

 

Primary Duties and Responsibilities: 

MENTARI is seeking to engage an individual in the role of Renewable Energy (RE) Finance Specialist who will stay abreast of global trends in climate finance (particularly RE/green project finance), impact investing, shared value, and cross-sector partnerships for global development, which are relevant for the RE sector in Indonesia.

 

Duties: Under the direction of the Brokerage Investment Lead, the RE Finance Specialist will:
1. Have extensive knowledge of blended/other innovative finance solutions for RE projects in development, identifying trends in funding from the private sector (banks, investment funds, capital markets, impact investors, corporations) and effective models for leveraging public and private resources;
2. Conduct landscape analyses to identify investors, philanthropists, firms and foundations relevant to the RE sector in Indonesia (or attract the interest of regional / global investors for Indonesia);
3. Assist in outreach to and mobilization of private investors and funders; identify promising blended finance opportunities and approaches to support field-based projects;
4. Capable to a) assess Technical Assistance (TA) needs and b) provide or oversee direct support to financial institutions, funds and investors that are relevant to improve the flow of finance in renewable energy in Indonesia;
5. Lead internal capacity building efforts to expose business development and program teams to blended finance and other social finance models and best practices;
6. Work with program and business development teams to build high impact blended finance and private sector partnerships approaches into proposals and projects;
7. Develop tools and metrics to measure the financial, social and environmental effectiveness of existing and proposed business models;
8. Advise on the value and risk of financing in key sectors and geographies, and devise effective safeguard strategies;
9. Work with business development, program leadership and operations teams to identify, evaluate and share the blended finance best practices housed in MENTARI’s projects in order to drive organizational learning and increase program impact;
10. Recommend finance and investment themes for future MENTARI initiatives and guide program staff on potential new financial opportunities and structures; and
11. Use project financial performance data to assess scaling opportunities and drive continuous innovation, collaboration and learning across program units.

 
Required Qualifications:

Required:
1. Hold a Master’s degree in Business, Finance, or related field.
2. Have 8 to 10 years’ of experience in climate/RE project finance and/or investment, business and management analysis and modelling;
3. Strong working knowledge of social finance trends, innovative deal structures and investment vehicles in global development;
4. Strong network with the supply side of the Renewable Finance sector globally, but also in the Southeast Asia (SEA) region (banks, investors, other vehicles);
5. In-depth understanding of the international development funding sector, including bilateral donors, multilaterals, foundations, and the private sector;
6. Have a strong, creative and entrepreneurial streak with proven ability to find new solutions and influence the thinking of others;
7. Demonstrated ability to clearly communicate complex information in a user-friendly way, including outstanding skills in writing, editing and presenting to small and large audiences; and
8. Fluent in English both for oral communications and in writing.

Preferable:
1. Experienced and part of a relevant investor/financial institution network (particularly for the renewable sector in Indonesia is a key advantage);
2. Experience in establishing national and international networks engaged in impact investment, project finance and securitization, and public private partnerships in diverse policy environments.
