 BACKGROUND

The Wildlife Conservation Society (WCS) works in over 60 countries to save wildlife and wild places through science, conservation action, education, and inspiring people to value nature. WCS has worked in Indonesia for over 20 years supporting the Ministry of Environment and Forestry in conserving Indonesia’s biodiversity in several priority landscapes. WCS Indonesia’s approach is defined by the five core WCS Global components of Discover, Protect, Inspire, Build, and Leverage. This structure was developed as part of WCS 2020 to reflect the importance of combining our scientific research with broader public awareness and direct engagement with key stakeholders and decision makers. Success will depend on our ability to leverage the interplay between these themes to create larger policy and conservation impacts.

The WCS Indonesia Program (WCS-IP) is structured under five core thematic programs: Forests; Marine; Wildlife Trade & Policy; One Health; and Rights & Communities. The WCS Indonesia Marine Program focuses on the establishment and effective management of MPAs and development of sustainable fisheries, as interlinked strategies to secure and manage Indonesia’s coastal marine resources. WCS is committed to assisting the Government of Indonesia to meet its national and international commitments to MPA establishment and management – including a commitment to create a total of 32.5 million hectares of MPAs by 2030. MPAs benefit both biodiversity and fisheries management by protecting habitats and protecting breeding populations of important marine organisms.

To realize inclusive conservation activities, WCS IP plans to conduct an initial study related to Gender Equality, and Social Inclusion (GESI). This assessment is expected to be a baseline information related to the condition of gender equality-equity and inclusivity across the WCS-IP. This baseline will contribute to the WCS-IP gender equality-equity strategy to be implemented in all WCS-IP programs.

The roles of the Gender Equality, and Social Inclusion Consultant are to conduct assessments and formulate strategy plan that accommodating Gender Equality, and Social Inclusion in all WCS activities, especially across marine program.

 

Tasks and Responsibilities

  • Attend the multi-session PNI (Participatory Narrative Inquiry) training workshop that will be conducted by WCS-IP (marine program team) and facilitated by Liminal by Design (LbD).
  • Conduct GESI assessments of WCS-IP staff; include data collecting by online survey and  GESI-responsive analysis.

 

  • Formulate a strategy with clear recommendations related to gender equity, and social inclusion for WCS-IP based on both the results of the assessments as well as the PNI workshop. Other sources of relevant information should also be included. The report should accommodate all the required approaches covering Humans Rights Based Approach (HRBA), Gender-Responsive Approach, and Intersectional Approach. 

 

Deliverables

  1. Interim report that includes detailing the consultant’s understanding of the task and methodology to be employed to complete the task. This is to be approved by WCS-IP.
  2. Result report of Gender Equality, and Social Inclusion assessment. This will include the consultant’s assessment findings as well as relevant findings that emerge from the PNI training (including findings included in LbD reporting and other findings noted by the consultant). 
  3. Strategic plan to 1) foster a deeper understanding and awareness related to gender equality, disability, and social inclusion in WCS-IP activities, 2) empower WCS-IP staff and teams to improve the equity of gender within our work, both within WCS-IP internally, and with our work with Indonesian partners (including, but not limited to, communities, universities, NGO, and government partners), specifically across marine program.
  4. Presentations to WCS-IP that cover the results of the assessment and the strategic plan with recommendations.

Job Requirements Qualifications

Education:

Advanced university degree (master’s degree or equivalent) in a field relevant to the assignment, for example in gender studies, social sciences, or another relevant field.

 

Experience:

The Gender Expert should have:

·     A minimum of 5 years practical experience in the field of gender equity and gender mainstreaming

·     Extensive knowledge on gender analysis, gender action plan development, and gender mainstreaming into projects and programs.

·     General knowledge of gender transformative project design with substantial experience in thedesign, monitoring, and evaluation of gender projects.

 

Competencies

    Good analytical skills: ability to set forecasts and refine/review them in the light of experience and further analysis.

    Familiarity with gender analysis tools and methodologies

    Familiarity with online survey methods

    Strong sense for innovation and new approaches to conservation

    Strong communication skills, and ability to liaise with various stakeholders.

    Decisiveness and independence

    Good report writing and presentation skills.

    Excellent interpersonal and communication skills

    MS Office, as well as database and other analytical software

    Excellent writing skills in both English and Bahasa Indonesia

 

Budget

Payment shall be made in three instalments, each for an amount of as follows:

1.       10% of contract value after the contract sign is signed.

2.       60% of contract value after the submission of the report draft and presentation for the assessment result & strategy recommendation.

3.       30% of contract value after the submission of the final report (in Bahasa & English).
