DESCRIPTION

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. JSI is currently seeking an outstanding Senior Health Information Systems (HIS) Governance Specialist in Indonesia for a portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. In Indonesia, CHISU is working with the Center for Data and Information Technology (Pusdatin), Digital Transformation Officer (DTO) and other health directorates to strengthen governance enabling environment for HIS, increase interoperability of information systems, improve data analysis and use, and strengthen organizational development of local partners.

The Senior HIS Governance Specialist must demonstrate depth and breadth of technical expertise in the areas of HIS and data use as well as possess interpersonal skills and be able to leverage professional relationships towards the success of CHISU’s activities. The Senior HIS Governance Specialist must also be able to work closely with high level government personnel, advising, guiding, and supporting their efforts to develop governance structures to advance the digital health transformation and develop an enabling environment for the same. As the senior technical specialist on HIS governance for CHISU in Indonesia the candidate will be responsible for supporting the MOH, other ministries and bodies to manage the national and subnational HIS Technical Working Groups and communities of practices, the development of digital health competencies to strengthen the HIS workforce, provide a governance perspective to develop an enabling environment for SATUSEHAT implementation, lead the MOH through the finalization and maintenance of the HIS Resource Center, and provide leadership support to the annual Digital Maturity Index (DMI) assessment and implementation. The Senior HIS Governance Specialist will work under the direct supervision of the Senior Technical Advisor, working closely with Technical Specialists at the national and subnational level and Senior Monitoring and Evaluation Manager for CHISU Indonesia.

This is anticipated to be a full-time position based in Jakarta, Indonesia.

RESPONSIBILITIES

The Senior HIS Governance Specialist will be responsible to achieve the following objective:
Strengthened governance and enabling environment of host-country health information systems.

Specific responsibilities will include, but are not limited to the following:

  • Assisting Senior Technical Advisor in work plan development, delivery output and deliverables related to HIS Governance.
  • With the Senior Technical Advisor, implementing and managing CHISU’s HIS governance strategy and activities at the national and subnational level, actively coordinating the same with technical specialists at both levels.
  • Implement and refine CHISU’s strategy for strengthening HIS governance by embedding a coordinated approach to HIS leadership and governance activities. Collaborate closely with MOH and other ministries/bodies stakeholders for implementation of HIS governance approaches. Support efforts related to sustainability planning and implementation of sustainability initiatives.
  • Provide assistance to the MOH in the management of the national and subnational HIS Technical Working Groups and communities of practices, including regular reviews and updates to Terms of Reference and workplans, ensuring best practices are applied and mechanisms for sustainability of the coordination bodies are applied.
  • Lead development of context-relevant project approaches for contributing towards the strengthening of the HIS workforce, such as the development of digital health competencies.
  • Provide technical assistance to the MOH, Provincial and District Health Offices, to develop an enabling environment for SATUSEHAT implementation, including regulation and policy reviews for SATUSEHAT and data sharing and development of policy briefs, contributions to M&E Frameworks, change management, communications materials, sustainability planning, and organizational reviews. Provide support to the tracking, monitoring and updating of the Digital Health Transformation Strategy.
  • Review of regulation related to digital transformation, reporting of MNH, TB and Health Financing data with policy brief of recommended updates.
  • Finalize and support the MOH to maintain a HIS Resource Center as a repository of key regulations, policies, guidelines and resources for the Digital Health Transformation.
  • Champion monitoring and measurement of HIS progression in Indonesia using the HIS Stages of Continuous Improvement (SOCI) model through the Digital Maturity Index (DMI) assessment. Support the MOH to adapt, implement, analyze results from, and monitor and take action in annual DMI assessment.
  • Collaborate closely with the Pusdatin, DTO, and other technical units internal and external to the MOH, as well as CHISU support PHO and DHO.
  • Provide inputs to communications materials such as social media posts, blogs, success stories, fact sheets, ect.
  • Lead HIS Governance inputs to weekly, monthly, quarterly, and annual reports.
  • Integrate approaches towards gender, data security, monitoring, evaluation & learning (MEL), and change management in all activities.
  • Promote gender equity in program implementation.

QUALIFICATIONS

  • Bachelor’s degree or higher in one of the following disciplines: medical, public health, social sciences, management, strategy, international development, information and communication technology (ICT), informatics or related fields.
  • A minimum of 8 years of experience in the management of health information systems and/or health systems strengthening in Indonesia is required.
  • At least 4 years of experience providing support to governance bodies such as technical working groups, tasks teams or coordinating committees at a national level is essential.
  • In-depth understanding of the national HIS landscape and the Digital Health Transformation is required.
  • Experience in HIS performance monitoring required. Must have introduced efficiency &/or deployed HIS tools to operations and projects.
  • Must have developed and deployed an integrated HIS framework/methodology, policies, processes, procedures and templates at national and/ or subnational level.
  • Experience in the review of policy and regulation, as well as the development of policy briefs is required; Understanding of inter-ministerial coordination mechanisms is a plus.
  • Experience in providing training, coaching, and mentoring with success in enhancing the capacity of government staff is required.
  • Experience in coordinating, advising and working closely with leadership in government at national and subnational level, specifically on health information systems is required.
  • Familiarity with the Principles for Digital Development (https://digitalprinciples.org/) and data privacy practices such as GDPR.
  • Excellent writing and presentation skills in English and Bahasa is required, and ability to digest large volumes of data and synthesize it into information for executive decision making is required.
  • Excellent interpersonal skills required, including the ability to work closely and in an integrated manner with a multidisciplinary team.
  • Ability to take initiative to produce expected results is required.
  • Ability to work autonomously and with limited direct supervision in the management of day-to-day activities is required.
  • Proficient with Online Tools such as Google Workspace (Docs, Sheets, Slides, Meet, Drive), Slack, and Microsoft Office.
  • Native/Fluent Bahasa and practical knowledge of English required.
