Program Background

The Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a 10-year facility supported by the Australian Government and implemented by Cardno. KIAT’s overarching goal is to support ‘sustainable and inclusive economic growth through improved access to infrastructure for all people’. To support this goal, KIAT works with the Government of Indonesia (GoI), Government of Australia (GoA), the private sector, Multilateral Development Banks (MDBs) and other development partners, as well as civil society to help achieve the following outcomes:

1.          Improved GoI policy and regulatory framework for infrastructure development 

2.          High quality projects prepared and financed by GoI, the private sector and / or MDBs

3.          High quality infrastructure delivery, management, and maintenance by GoI

4.          Infrastructure policies, design and delivery are more inclusive for women and people with disabilities.

 

The initial focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); and Infrastructure Funding and Financing.

 

The role

The Monitoring and Evaluation (M&E) Manager will be responsible for providing advisory and support services to KIAT technical areas and sub-contractors to ensure the design and effective implementation of fit-for-purpose approaches to monitoring, evaluation, and learning across various KIAT activities, in line with KIAT’s M&E standards and requirements. The M&E Manager will also be responsible for supporting Facility-level performance and reporting processes which aggregate information across KIAT activities for use by KIAT management, DFAT, and GoI counterparts.  It is expected that this position will generally support KIAT activities related to GEDSI, Infrastructure Funding and Financing, and Climate Change mitigation and adaptation. The specific activities supported by the M&E Manager will be agreed with the KIAT Deputy Director for Strategic Planning and Performance.

 

This role also involves the following key activities:

Ø  Work closely with agreed KIAT technical areas and activity sub-contractors to ensure activity-level M&E aligns with the broader Facility M&E framework and requirements, including by:

  • Acting as the main point of contact for KIAT technical areas and activity sub-contractors for all aspects of M&E design and implementation
  • Facilitating the implementation of 6-monthly performance planning and review processes
  • Supporting KIAT technical areas and activity sub-contractors to forecast, track, and report against key indicators and targets identified within activities.
  • Reviewing and providing feedback on M&E related deliverables from activities (including M&E frameworks, regular monitoring reports, evaluation reports, and activity completion reports).
  • Providing M&E-related advice and support to KIAT technical teams as required
  • Participating in monitoring visits or other data collection efforts as relevant
  • Supporting the design, implementation, and/or management of activity-specific evaluations or reviews

Ø  As part of the Performance and Strategy Unit, actively contribute to Facility-level performance and reporting processes, including by:

  • Tracking the status of new activities under development
  • Tracking and documenting the achievement of key outcomes over time
  • Compiling information for accountability reporting to DFAT, including but not limited to KIAT six-monthly reports, annual Investment Monitoring Reports (IMRs), and annual reporting against the DFAT Performance Assessment Framework (PAF)
  • Responding to ad hoc requests for information from KIAT management, DFAT, and GoI counterparts
  • Supporting the design, implementation, and/or management of Facility-level evaluations or reviews
  • Supporting the implementation of annual review and reflection processes
  • Providing input into regular reviews of the KIAT MEL Strategy or other relevant documents

Ø  Regularly liaise with the Deputy Director for Performance and Strategy on M&E and performance issues needing Facility-wide decisions or action.

Ø  Regularly liaise with DFAT infrastructure and performance teams to ensure all KIAT M&E guidance and reporting requirements are up to date

Ø  Manage M&E related contracts as required.

Ø  Represent KIAT at meetings with DFAT, Government Partners and other partners as required

About you

You will be a motivated and proactive Monitoring and Evaluation Manager with the right combination of great project administration and operations, teamwork, and a commitment to technical excellence.

You have the following selection criteria:

Essential

  • Postgraduate qualifications (Masters or PhD) in economics, management, public policy, or other relevant discipline
  • At least 5 years’ experience in designing, conducting, commissioning, or managing academic or policy research
  • Demonstrated prior academic or consulting experience in research design and quantitative and qualitative analysis.
  • Experience in synthesising and communicating research results for senior-decision-makers
  • Ability to work independently and to tight deadlines
  • Exceptional verbal and written communication skills in English and ability to communicate with a wide range of stakeholders from diverse backgrounds

Desirable

  • A demonstrated understanding of the Indonesian infrastructure sector including relevant laws, policies, regulations and the political economy of the sector
  • Knowledge and awareness of the different needs of traditionally disadvantaged infrastructure stakeholders such as women, the elderly, and people with disabilities or special mobility needs
  • A record of achievement in research and publication related to the assignment
  • Verbal and written communication in Bahasa Indonesia

Remuneration

Successful Indonesian nationals will be engaged under a local contract in IDR, and will be subject to Indonesian employment regulations and tax obligations.
