USAID Indonesia Urban Resilient Water, Sanitation, and Hygiene (USAID IUWASH Tangguh) is a five-year Activity to advance Indonesia’s development goals in increasing access to safely managed drinking water, sanitation and hygiene (WASH) in vulnerable urban areas and strengthening climate-resilient WASH services and water resources management. In close partnership with the Government of Indonesia (GOI), USAID IUWASH Tangguh supports Indonesia’s work to achieve their Sustainable Development Goal (SDG) targets to ensure access to water and sanitation for all (SDG 6) and to make cities and settlements inclusive, safe, resilient, and sustainable (SDG 11).
Using an Integrated Resilient IUWASH Systems (IRIS) approach—which aligns actions and incentives between upstream and downstream actors, while crowding in collaboration with key stakeholders through partnerships that accelerate the enabling environment and key enabling factors, such as finance and data—the USAID IUWASH Tangguh team will provide technical assistance to GOI, private sector and civil society stakeholders to achieve four objectives: 1) Strengthened WASH and WRM Sector Governance and Financing; 2) Increased Access to Poor-Inclusive, Climate-Resilient, Safely Managed Drinking Water and Sanitation Services; 3) Improved Water Resources Management to Support Resilient Drinking Water Services; and 4) Increased Adoption of Behaviors and Improved Women’s Participation and Leadership Roles that Contribute to Improvements of WASH and WRM.
To achieve these outcomes USAID IUWASH Tangguh need high caliber candidates to fill the position of
National Coordinator – Resilient Sanitation Services based in Jakarta, National Office
Work with regional and satellite teams to strengthen climate resilience of sanitation governance, policies, systems, and services as part of IUWASH Tangguh’s sanitation work. Conduct assessments of climate change risk and adaptation options for fecal sludge treatment plants. Support the development of a coherent national approach to climate-resilient infrastructure technology and service delivery/ management arrangements, specifically decision making around the appropriate balance in offsite (e.g., city-scale sewage treatment and sludge treatment), distributed (e.g., local or decentralized wastewater and/or sludge treatment), and onsite (e.g., household-level septic tanks, pit latrines, etc.). Ensure fecal sludge treatment plant feasibility studies, designs, and construction reflect climate risk considerations. In coordination with IUWASH Tangguh’s Communications and Outreach Manager, develop an evidence-based advocacy strategy to attract financing to address the impacts of climate change on sanitation and health.
Minimum qualifications:
■ Bachelor’s degree in social science; environmental management; water; sanitation, hygiene; economics; engineering; public policy; natural, earth, or physical sciences; business administration; or related field.
■ 10 years of experience in climate change adaptation and/or sanitation services planning.
■ Experience implementing community resilience programs that focus on climate variability.
■ Demonstrated understanding of climate vulnerability and risk assessments in Indonesia, especially for sanitation.
Preferred:
■ Master’s degree in social science; environmental management; water; sanitation, hygiene; economics; public policy; natural, earth, or physical sciences; business administration; or related field.
■ 15 years of experience in climate change adaptation, mitigation, and/or sanitation services planning.
■ Experience on USAID-funded WASH or WRM activities.
Candidates must have strong communication skills, both interpersonal and written, and advanced degrees (master’s or higher) in relevant areas. Early applicants are encouraged.
