Background 

 

The Asia Foundation (TAF) is awarded Indefinite Delivery Indefinity Quantity (IDIQ) contract by USAID to implement Tata Kelola PemERintahan yang Efektif, Efisien, dan KuAT Activity starting on January 19, 2021.  The goal of ERAT is for the citizens of Indonesia to benefit from effective local government by increasing the quality of policy implementation and service delivery at the subnational level.  The goal will be achieved through three interrelated intermediate results (IRs):  

 

(1)  Coherence between national and subnational policies strengthened.  

(2)  Performance of local service delivery enhanced; and  

(3)  Local budget allocation and execution improved.  

 

L-GEE’s Theory of Change is that if the linkages between policy, planning, performance, and budgeting are strengthened, so that national and subnational policies are aligned and planning and budgeting are grounded in accurate performance data, then subnational governments will serve their citizens effectively and with accountability. The Theory of Change assumes that the Government of Indonesia (GOI) continues to support decentralization as a key principle of democratic governance, that stakeholders at all levels engage in ongoing reform efforts, and that citizens increasingly exercise their rights to demand responsive government and receive quality public services. 

 

ERAT follows a ‘Refine and Implement’ approach through three components:

 

(1) Refine – this component includes conducting political economy analysis and co-design process to ensure that ERAT interventions are contextually grounded and responsive to reform opportunities

(2) Implement – this component focuses on technical assistance and capacity building at national and subnational level to address needs identified in the Refine component

(3) Short-Term Technical Assistance (STTA) – this component requires ERAT to respond to USAID technical Office request to receive targeted technical assistance within the scope of ERAT to meet local governance specific related needs

 

This is a short-term consulting assignment for 45 days approximately between January 2021 – April 2022 in order to respond to the third component of ERAT. The STTA Recruiter will work closely with TAF HR Manager and will report to the Deputy Activity Director. He/she will have the following responsibilities:

 

  • Review the current roster and network of TAF experts and identify STTA experts for ERAT
  • Support in populating the STTA database
  • Support in the recruitment of STTA should there be a request from USAID during the period of assignment
  • Develop and update job descriptions and job specifications
  • Use internal and external systems to advertise job vacancies as appropriate. Source and recruit candidates by using databases, social media, job board/newspapers
  • Screen candidates resumes and job applications and assess applicants’ relevant knowledge, skills, soft skills, experience and aptitudes
  • Ensure compliance with employment and data protection related legal requirements
  • Conduct interviews using various reliable recruiting and selection tools/methods to filter candidates within schedule
  • Update the Recruitment and Management Standard Operating Procedure if necessary

 

Qualifications

  • Proven work experience as a Recruiter (either an in-house recruiter or a staffing agency recruiter)
  • Solid ability to conduct different types of interviews (structured, competency-based, stress etc)
  • Hands on experience with various selection processes (video interviewingphone interviewing, reference check etc)
  • Familiarity with HR databases, Applicant Tracking Systems (ATS) and Candidate Management Systems (CMS)
  • Hands-on experience with recruiting software, as well as Human Resource Information Systems (HRIS) or Human Resource Management Systems (HRMS)
  • Experience in working on projects related to building national and local government capacity, public service delivery, and sectors such as health, education, economic development, environment, water and sanitation is highly desirable
  • Excellent communication and interpersonal skills
  • Strong decision-making skills
  • Bachelor’s Degree or Master’s Degree in related field with at least 5 years professional recruitment experience
  • Fluency in English and Bahasa Indonesia
  • Prior work experience working with USAID projects is an advantage.
