Humanitarian Affairs Adviser (2 positions)

(Resident Position, Jakarta-based)

 
 

The ICRC Delegation in Jakarta is seeking a suitably qualified candidate to fill the above-mentioned position with bellow criteria:


ROLE PURPOSES

The Humanitarian Affairs Adviser provides supports to the delegation in understanding the context and influencing the wider political, humanitarian and religious environment in the given context. S/he helps shape its engagement with actors of influences including both multilateral and regional fora as well as UN-led fora in-country. S/he also coordinates with Regional Humanitarian Affairs Adviser to follow files/activities related to the ASEAN Secretariat (ASEC), Committee of Permanent Representatives (CPR), ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre) and other relevant ASEAN affiliated entities, as well as interactions/meetings/events organized by the ASEAN. Moreover, s/he contributes to representing the ICRC externally with these audiences and building the necessary understanding and acceptance of and support for the ICRC among key stakeholders.


ACCOUNTABILITIES AND RESPONSIBILITIES
  • Assists in developing the ICRC's regional diplomatic strategy and humanitarian diplomacy efforts; improving the level of knowledge and acceptance of IHL/IHRL in the region and within ASEAN and affiliated entities in particular.
  • Establishes and maintains a comprehensive stakeholder database, by helping in the identification and mobilization of key-interlocutors, related to ASEAN affairs
  • Creates, develops and maintains good level of contacts with key officials in ASEAN and affiliated entities, at all levels.
  • Responds to relevant government, non-government and third-party consultations related to state matters pertaining to multilateral stakeholders which are of interest to ICRC and ASEAN.
  • Contributes to defining strategic engagements with actors of influences including prevention objectives and plans of action in line with global and regional humanitarian diplomacy priorities in contexts and thematic, as well as delegation’s priorities e.g. ICRC vis-à-vis ASEAN
  • Provides written analyses on the political, security, social and humanitarian environment in the region and concerned countries, as well as targeted research on issues of interest for the ICRC;
  • Creating, prioritizing and helping to manage external speaking opportunities for ICRC representatives including at the highest level;
  • Preparing and/or attending conferences, seminars and bilateral meetings, which may involve research work, speechwriting, speaking points, reporting and follow-up;
  • Acts as a HD Focal Point to make necessary coordination on ASEAN affairs and its related, together with Regional Humanitarian Affairs Adviser and follow up the files related to ASEAN.
  • Contribute to the on-going efforts to mobilize key interlocutors including donors for both political and financial supports to the ICRC.

REQUIREMENTS

Background and Experience

  • University degree in a relevant subject (e.g. international relations, social and/or political sciences, international humanitarian law).
  • Master's degree or other specialization in a related subject/policy issue an asset
  • Typically, 6-9 years’ overall professional experience.
  • At least 3 years’ experience in humanitarian action or political affairs, particularly at the ASEAN as an asset.
  • Fluent command of English and Bahasa Indonesia in both speaking and writing.
  • Computer proficiency
  • Proven experience in cultivating networks and influencing others at both national and international levels
  • Proven experience in developing strategies and its related documents/reports
  • Established working relations with international or regional organisations, think tanks, and/or NGOs
