Project Summary:

The five-year USAID/Indonesia Harmoni activity (2018-2023) promotes tolerance and inclusion and reduces the risks of violent extremism (VE). Harmoni supports interventions that are targeted towards communities and individuals most at risk of radicalization, with an explicit mandate to build the resilience of key Indonesian institutions – governmental, civil society, religious, and community-based – that represent the front line in preventing VE in Indonesia. As such, the project focuses on at-risk communities and vulnerable population groups. The majority of Harmoni assistance is delivered through grants to Indonesian civil society organizations (CSOs) and government partners, primarily at (but not limited to) the provincial level and below. The project serves as a laboratory to craft and test approaches and interventions for preventing and countering VE (P/CVE) and intolerance. Learning from Harmoni is shared with USAID, Indonesian government and civil society project partners and communities, as well as other practitioners in Indonesia and beyond.

Position Summary:

The Senior Knowledge Development and Outreach Advisor will lead efforts to capture and share data, analyses and promising approaches from Harmoni context monitoring and interventions. The Sr. Knowledge Development and Outreach Advisor will be a part of Harmoni’s senior management team and will play a lead role in implementation of Harmoni’s outreach, knowledge synthesis and reporting initiatives. They will work closely with the MEL Manager and MEL Specialist, who operate the project’s M&E systems and databases, the Senior Strategic Communications Advisor and with the broader Harmoni Program team to ensure that project learning is synthesized, shared and made accessible to relevant external stakeholders in both Indonesian and English. The Sr. Knowledge Development and Outreach Advisor will also ensure that insights from project learning are used to inform project strategy and implementation. They will report directly to the Chief of Party (COP).

 

Responsibilities:

· Lead outreach and knowledge synthesis efforts.

· Represent work in accessible and effective formats for relevant external stakeholders.

· Assist with the production of success stories, videos, infographics, accessible summaries of major partner and Harmoni reports, and Most Significant Change stories.

· Support the development of stories in different formats including short videos, photographs, blogs, and testimonials.

· Work closely with the strategic communications and MEL teams.

· In collaboration with the MEL team, develop, support and help document learning and application of lessons learned in adapting programming and/or management.

· Oversee the process of producing and do significant writing on quarterly, annual and periodic special reports to Harmoni’s funder, USAID.

· Support annual workplan development.

· Build strong working relationships with USAID/Indonesia, government counterparts and project partners to understand needs and interests in order to shape and coordinate outreach and knowledge synthesis activities and outputs.

· Manage the repository and dissemination of project-developed tools, guidelines, and reference documents.

· Recommend improvements to tools in development based on ease of access and use.

· Help ensure that grantees and other partners internalize learning and can present effectively to stakeholders and other audiences.

· Perform other tasks as designated by COP.


Qualifications:

· University degree required.

· Minimum ten years of relevant work experience required.

· Expertise and dynamism to execute Harmoni’s outreach and knowledge synthesis interventions.

· Strong management and communication skills and ability to manage and be flexible in challenging circumstances required.

· Demonstrated experience managing outreach strategy and product development both on- and offline, especially dealing with sensitive issues and at-risk communities required.

· Ability to produce materials relevant to different audiences including donors, government agencies, civil society organizations, education institutions, target communities, and the public required.

· Strong ability to synthesize material to improve accessibility required.

· Strong interpersonal skills and an ability to work as part of a team required.

· Ability to work on own initiative with limited direction, to meet tight deadlines, and to prioritize among multiple tasks required.

· Experience working with international donor organizations and programs preferred.

· Knowledge of and experience with topics such as violent extremism and intolerance, enhancing community resilience, capacity building in countering violent extremism for civil society and government agencies, education, and the rehabilitation and reintegration and of former terrorists preferred.

· Oral and written fluency in both English and Bahasa Indonesia languages required.
