About the Program 

KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia’s efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:

1.    Supporting Local Governments and Service Units to better address the needs of basic service users;

2.    Supporting the poor and vulnerable to benefit from improved village governance; and

3.    Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.

 

About the Opportunity

The Senior Consultant to Develop a National Secretariat of the Integrated SME Development will support the achievements of the poor and vulnerable to benefit from increased opportunities for employment and economic development activity. Whereas KOMPAK and Bappenas is promoting adoption of market linkage and strategic partnership models into the Integrated SME Development Major Project which will be implemented by the lead of Ministry of Cooperatives and SME in 5 provinces, which are Aceh, Central Java, East Kalimantan, North Sulawesi, and East Nusa Tenggara.

The Senior Consultant to Develop a National Secretariat of the Integrated SME Development will be responsible for:

1. Coordinate the preparation activities of the integrated SME development Major Project

2. Develop the governance structure of the secretariat and implementation offices of the Major Project, at national and sub-national level.

3. Recommend number and qualifications of the secretariat and implementation offices’ personnel.

4. Develop necessary mechanism of communication, collaboration and/or reporting either within the Ministry of Cooperative and SME, other ministries, local governments, or other relevant institutions.

5. Conduct relevant and existing studies including the analysis needed to support the development of system and governance of the Integrated SME Development Major Project

6. Prepare necessary reports to Bappenas and KOMPAK on the achievements of the assigned tasks.

 

About You

We are seeking an individual who are:

       At least a bachelor degree in relevant studies such as: business management, industrial engineering, agriculture, economy and/or social science.

       At least have 15 (fifteen) years of working experience, including experience in designing and/or implementing community economic empowerment project or partnership project between micro and small enterprises and medium and large enterprises.

       At least have 7 (seven) years of experience in leading community economic empowerment project(s).

       Can write project planning documents as evidenced by previously generated documents.

       Have excellent verbal and written communication as well as negotiation skills.

       Have the experience of working with government institutions.

       Can communicate well both in Indonesian and English languages.

       Have a good analytical skills and ability to propose creative solutions

       Demonstrating a commitment to customer satisfaction and quality.

       Demonstrating flexibility, and willingness to work within constantly changing priorities.

       Understand gender equality and social inclusion issues
