Monitoring and Evaluation Specialist – Indonesia EGE-Partnerships for Productive Workforce

Job Description: IDG is seeking an experienced Monitoring and Evaluation (M&E) Specialist to lead the M&E components of the anticipated USAID/Indonesia EGE-Partnerships for Productive Workforce (PADU) contract. The aim of the PADU activity is to enhance private sector investment in vocational training programs through partnerships with Technical and Vocational Training and Education (TVET) institutions.

The M&E Specialist will be responsible for leading and managing the PADU project’s M&E components. The M&E Specialist will work closely with other M&E staff and consultants, both in the field office and home office, and PADU’s senior leadership. The M&E Specialist will be the primary lead for implementing the project’s M&E systems.

 

Requirements:

• Provide overall leadership and management of the projects M&E activities.

• Design and implement the Activity Monitoring, Evaluation, and Learning Plan (AMELP) in coordination with project and Home Office senior leadership.

• Design and track quantitative and qualitative indicators as required by the contract.

• Design, implement, and continuously improve the M&E systems to monitor and evaluate the project’s activities.

• Contribute to a continuous process of learning and adaptive management of activities to ensure they are effectively contributing to results.

• Lead a team comprised of other M&E specialists, as required by the project.

• Lead the tracking and reporting of project’s indicators.

• Provide recommendations for changes in activities based on results from monitoring and evaluation.

• Serve as the main point of contact for all M&E related matters with the field office and home office staff.

 

Qualifications:

• Undergraduate degree in a relevant field, advanced degree preferred.

• At least seven years of experience designing and implementing monitoring, evaluation, and learning (MEL) and Collaborating, Learning, and Adapting (CLA) systems for

 

 

USAID projects in Indonesia. Comparable experience implementing MEL Systems for USAID projects in Southeast Asia will also be considered.

 

• Significant experience in working with databases, various data management, and data analysis software.

• Demonstrated expertise in qualitative and quantitative data collection, analysis, and management methods.

• Experience in supporting MEL and CLA for workforce development or youth development programs highly desirable.

• Ability to work across various teams with excellent interpersonal skills and demonstrated ability to build consensus and navigate complex operating environments.

• Indonesian nationality and verbal and written fluency in English required.
