SUMMARY

The Business Development & Grant Compliance Officer will support the implementation of the Country Office’s (CO) fundraising/grant acquisition and post-award management strategy. The post holder will be a key contributor in the development and execution of the resource mobilization/fundraising strategy, partnership development and donor relations, proposal development, and grant management. She/he is also expected to facilitate and promote knowledge sharing and learning in her/his area of work, i.e. fundraising and project management.

Resources Mobilization/Fundraising Strategy Development and Execution

·       Provide support in the development and review of short- and long-term resource mobilization/grants acquisition and management strategies that build upon the Country Office’s area of excellence and core programs.

·       Gather relevant intelligence information, undertake research to identify donor interests and priorities, and scope potential partnerships to complement and strengthen the CO’s program portfolio and reach.  

·       Develop concept notes aligned with the program priorities, in close coordination with the Business Development Manager, Program Specialists and other staff, to pre-position the organization in successfully acquiring funding opportunities.   

·       Support the conduct of market study, donor mapping and the development of capture plan to maintain a robust and healthy grants/fundraising pipeline.

 

Partnership Development and Donor Relations  

·       Maintain an updated contact database of existing and potential donors.

·       Collaborate with communications and other functions in developing materials and identifying appropriate medium to effectively reach the donors and other stakeholders, expand visibility, enhance organizational reputation, and increase public awareness of ChildFund and its work in support of the fundraising efforts. 

·       Identify key stakeholders and networks relevant to priority pipeline opportunities for effective grants prepositioning and support the CO’s strategic partnership initiatives.  

 

Proposal development 

·       Monitor calls for proposals and other funding opportunities and analyze grant/funding opportunities based on its specificities and technical requirements in collaboration with concerned staff. 

·       As maybe assigned by Business Development Manager, lead and coordinate a multi-disciplinary team in project proposal development process to ensure that narratives, budget and other supporting documentations are compiled and submitted on or before the grant application deadline.

·       Develop proposal outlines, compliance matrices, deliverable schedules, management plans, and facilitate proposal review meetings to address quality and compliance issues.

·       Perform other tasks that may include writing, editing, and revising the technical application (e.g. capacity statements, past performance references, reports and evaluations) and budget to meet the specified requirements and expected level of quality.

 

Post-award grant management

·       Coordinate preparation and timely submission of technical and financial reports and analysis for all grants managed by the Country Office.

·       Track project implementation and completion of activities, outputs and deliverables against agreed measures, indicators and the likely outcome level results for project participants reached.   

·       Monitor monthly budget and spending of all grants and NSPs and the compliance with policies/procedures, standards and the funding agency’s contract-specific guidelines, rules and regulations. 

 

Knowledge management and learning

·       Ensure the proper use and timely update of records on Salesforce for all funding opportunities from cultivation to award. 

·       Establish and maintain a repository of proposal development templates, pre-award tools, program concepts, capacity statements, proposal templates, pricing tables, reports, project evaluations, etc. in coordination with the concerned staff from M&E and KML.

 

Child Safeguarding

·       Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures and conduct yourself in a manner consistent with Child fund’s Child Safeguarding Policy.

 

QUALIFICATIONS/EXPERIENCE 

·       At least 5 years of experience in grants acquisition, compliance, and grant management; background in marketing and other forms of fundraising is an advantage. 

·       Demonstrated experience on grants proposal development and reporting skills, including good understanding of logical framework methodology, theory of change and grant management

·       Basic knowledge and skills on project-based accounting, strong negotiation, analytical, facilitation, organizational and time management skills and with supportive attitude towards processes of strengthening organizations and building local capacities for self-management.

·       Good working knowledge of the donor environment in Indonesia; the rules and regulations for cooperative agreements and contracting environments (i.e. assistance and acquisition); the USAID and other donor rules and regulations; program design; and grant acquisition and management strategies.

·       Knowledge of local markets of individuals and corporate donors.

·       Outstanding written and oral communication skills in English, with above average networking, presentation, and interpersonal skills.

·       Proven ability to lead a multi-disciplinary team, work independently and under pressure.  

·       Organized, detail-oriented, team player, self-starter and results-oriented.

·       Computer proficiency in general office software (i.e. Word, PowerPoint, Excel, and Outlook); and

 

Education/Certifications

Bachelor’s degree or equivalent in marketing, fundraising, communications, or other relevant area required. Equivalent relevant work experience may be acceptable in lieu of degree.
