Position Title: Web Programmer Consultant for LINKAGES Project
PROJECT OVERVIEW
Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV – or “LINKAGES” – is USAID’s first global project dedicated to key populations (KPs). LINKAGES aims to accelerate the ability of partner governments, key population civil society organizations and the private sector to more effectively plan, deliver and optimize comprehensive, scaled HIV/AIDS prevention, care and treatment services that reduce HIV transmission among KPs and their sexual partners and improve the quality of life for those who are HIV positive.
LINKAGES is led by FHI 360, in partnership with Pact, IntraHealth International, and the University of North Carolina (UNC) at Chapel Hill. The project also taps into and amplifies local capacity for long-term sustainability and country ownership of key population programming. To that end, LINKAGES engages a diverse array of experienced organizations and special experts already working with key populations in Indonesia. LINKAGES prioritizes programming that aligns with PEPFAR 3.0’s five key agendas – impact, efficiency, sustainability, partnership and human rights – to achieve global 90-90-90 goals, sustainable programming, and an AIDS-free generation.
In Indonesia, the project contributes directly to the targets identified in the National AIDS Commission’s National Strategy and Action Plan (SRAN), 2015-2019 and the Ministry of Health (MOH) HIV National Action Plan. Our success is intricately tied to the efforts of the national program, which is led by the Ministry of Health (MOH) and National AIDS Commission (NAC), and largely funded by the Government of Indonesia (GOI) and the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). Accordingly, LINKAGES focuses its resources on two priority areas – Jakarta and Papua – where the potential for epidemic control is greatest. Under the leadership of the GOI, we also advance technical innovations that are evidence-based, but may not yet be enshrined in policy or practice.
SCOPE OF WORK
The consultants will work with LINKAGES Indonesia staff (cross component) to further develop ICT applications in support of the above tasks in the LINKAGES FY21 work plan. He shall work under the overall supervision of the ICT4D Advisor, will get input from the LINKAGES Country Representative, CBS team, Monitoring and Evaluation (M&E) and/or another LINKAGES Team. The IT Programmer will be a skilled and experienced software developer responsible for the detailed design, implementation, and testing of subsystems and system components in complex, multivendor, multi-platform environments.
1. Support ICT4D Program Manager on coding and programing web base (Sehati database) application system based on request and assignment from LINKAGES teams.
2. Support ICT4D Program Manager on expanding (new coding and programing/additional modules) for web base (DOKLING) application system for greater Jakartta based on request and assignment from LINKAGES teams.
3. Work together and support existing ICT Programing Consultant on coding and programing several inhouse developing web base application system to provide technical support and or develop new module, pages, URLs and develop/re-develop a dashboard monitoring both for internal and external access.
4. Support ICT4D team and CBS team on testing, refining, finalizing and providing TA for data quality control prior to publish “an applications” into dashboard and visualization page for external access.
TASKS AND RESPONSIBILITIES
A consultant shall work under the overall supervision of the LINKAGES ICT4D Program manager, CBS team, Monitoring and Evaluation (M&E) Unit and or another LINKAGES Team. Furthermore, the incumbent will work in close collaboration with the ICT Advisor and CBS team, The IT Programmer will be a skilled and experienced software developer responsible for the detailed design, implementation, and testing of subsystems and system components in complex, multivendor, multi-platform environments with following specific activity:
A. Specific responsibilities for IT Programing Consultant will include:
1. Develop a web base form base on manual (hard copy form-6) form, with exactly precise like an original form, page and field position.
2. Scaling up, re-designing, developing, testing and upgrading DOKLING web base application for greater Jakarta base on input from LINKAGES team.
3. Develop a Dashboard and data visualizations for monitoring, tracking and reporting system
4. Re-designing, developing, Testing, upgrading and refining Data visualization (if any) base on input from LINKAGES team and launch for the several application system .
B. Activities:
1. Develop New Modules for “SEHATI web base Information System”
a) Conduct needs assessment with ICT technical advisor, M&E Advisor and or other LINKAGES team on the list of feedback.
b) Prepare and present proposed new application and or new features and or new module for “FORM-6, Partner Notfication tracking system”.
c) Work together with other ICT consultant to develop/upgrade the feature/application (if needed) with embedded/integrated with New software/ application into existing application, based on feedback from ICT technical advisor, CBS team and or M&E Advisor of LINKAGES.
d) Present New Features/modules “form-6” module/application to all LINKAGES Team.
e) Compile all agreed upon modifications and new features into a design plan completed with a timeline.
f) Finalization and release of Final version of feature/modules system.
2. Develop New App/Modules for “DOKLING” web base System for greater Jakarta:
a) Conduct needs assessment with ICT technical advisor, M&E Advisor and or other LINKAGES team on the list of feedback.
b) Prepare and present proposed new application and or new features and or new module for “DOKLING application system” for greater Jakarta
c) Work together with other ICT consultant to develop/upgrade the feature/ application (if needed) with embedded/integrated with New software/application into existing application, based on feedback from ICT technical advisor, CBS team and or M&E Advisor of LINKAGES.
d) Present New Features/modules “form-6” module/application to all LINKAGES Team.
e) Compile all agreed upon modifications and new features into a design plan completed with a timeline.
f) Finalization and release of Final version of feature/modules system.
3. Developing/Upgrading Dashboard and Data Visualization
a) Conduct needs assessment with ICT technical advisor, M&E Advisor and or other LINKAGES team on the list of feedback.
b) Prepare and present proposed features of tool for “dashboard monitoring” on LTFU Tracking system applications web base.
to all LINKAGES team.
c) Develop/upgrade “Data Visualization” feature application with embedded/integrated with existing system and or other relevant application system based on feedback from ICT technical advisor, M&E Advisor and or COP of LINKAGES.
d) Present New Features/modules “dashboard and data visualization” application to all LINKAGES team.
e) Compile all agreed upon modifications and new features into a design plan completed with a timeline.
f) Launch of Alpha version for real-time testing and finalization and release of Final version of those feature/modules system.
Expected Outputs:
a) Developing and or Upgrading SEHATI DATABASE website (max 31 May 2021)
b) Develop New Application/module for “Dokling app System” for greater jakarta (max 15 September 2021)
CONSULTANCY LOCATION AND TRAVEL
The consultancy will be based in Jakarta, Indonesia. No Travel may be required
PERIOD OF PERFORMANCE
May 1st, 2021 to September 31st, 2021 with approximate total 75 days (maximum 30 days for SEHATI Database and & 45 days for DOKLING application system). Consultant can claim invoice per month based on actual days of work in a month (5 time invoice claim).
REMUNERATION AND EXPENSES
The consultant will be paid on daily basis. Payment will be made monthly after the successful deliverable completion and approval of tasks assigned during that month.
