 Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. Senior Project Manager     Jakarta Based

Role Purpose

The Senior Project Manager will responsible to oversee the overall project implementation in both Indonesia and Vietnam. She/He is expected to lead the team effectively to achieve project goals. She/He should coordinate with project research partner to ensure the partner is able to do their role effectively and in-line with project activities in Indonesia as well as in Vietnam.

Dimenstions of the Role

  • Driving strategic direction for effective project implementation in Indonesia and Vietnam
  • Ensuring effective and efficient management of the overall programme, which includes maintaining constructive relationships with key stakeholders in both countries
  • Coordinating with research implementation partner to ensure the research will be in-lined with project implementation strategy in both countries.
  • Driving strategic conversations around advocacy and impact, thereby contributing to sustainable programme outcomes
  • Ensuring effective project management by maintaining the delivery of appropriate technical, operational and financial outputs, while tracking the project progress through monitoring, evaluation and reporting;
  • Maintaining effective working relationships with project partners, related National Office and back donor through effective communication, consultation and reporting;
  • Aligning the projects implementation with Plan International principles of safeguarding of children and young people and gender transformative approach.

Accountabilities

Effective and Efficient Management of Overall Project

  • Develops and update Detailed Implementation Plan (DIP) of the project and monitor its implementation, ensuring timely implementation of the project;
  • Be responsible for managing research partner in both countries to ensure delivery of quality outputs based as required and planned in the project;
  • Oversee the financial management (budget planning and expenditure) of the project achieving accuracy and reliability of financial reports, in accordance with Plan International and donors’ standards and compliance;
  • Analyse project risks and mitigation strategies submitted by Project Managers and driving the most safety approach for project implementation / actions.
  • Ensures adherence to the existing financial, procurement and administrative processes in line with prevailing Plan International’s rules and regulations;
  • Coordinates the maintenance of project financial tracking in SAP in accordance with Plan International’s procedures;
  • Oversee the preparation of project closing, audit and transfer of project asset. 

Effective Working Relationship with Partners, and Other Plan Offices

  • Establishes good practice of partnership management aligning with Plan International Guidelines for Building Better Partnership, from partner assessment process to monitoring the partnership agreement promoting mutual accountability and compliance;
  • Facilitates regular coordination and quality assurance with Project Managers in both countries and YPII YEE Program Team;
  • Adheres to RACI (Responsibility, Accountability, Consult and Inform) in decision making and communication in the implementation of projects;
  • Oversee Project Managers and YEE Program Team in ensuring coordination with government and private sector stakeholders;
  • Be the focal person for the contact with the team Partner as well as in the Vietnam, and US National Office with regards to implementation; this entails attending regular update calls, responding to email requests, attending global calls and exchange learning and ideas with other coordinators around the world.

Strong Positioning of Projects and Youth Economic Empowerment in terms of Employment for COVID 19 Context

  • Identifies opportunities for deepening the cooperation and collaboration with Government, NGOs, International Organizations (such as UN Agencies), TVET Institutions and development partners on the issue of YEE during COVID 19 in particular employment; 
  • Oversee advocacy processes conducted by Project Managers, and ensured approval from organization Directors
  • Conducting the process of  identify opportunity for leverage funding and working together with Business Development and Fundraising Department to develop strong concept note and high quality proposal which leverage the achievement of project milestone

Monitoring, Evaluation, Research and Knowledge Management (MERKM)

  • Oversee the monitoring processes of the implementation of the project by using agreed monitoring tools, M&E Framework and achieving quality of baseline, midline and end-line data collection;
  • Coordinates the data collection and support the provision of project report in Indonesia and Vietnam for periodic reporting to US National Office and Donor in timely manner in coordination with Grant Acquisition Manager and with supervision from YEE Program Manager;
  • Supervises the development of knowledge products from the project, including fact sheets/project brief, policy briefs, modules, research and publications, in quality and timely manner;
  • Oversee the maintaining quality standards of document keeping, retrieval and sharing mechanism.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work;
  • Participates actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion;
  • Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI;
  • Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

Internal relationship

  • Project Managers: provide guidance on the strategic direction of the project in relation to the achievement of the project milestone and outcome
  • Project Specialists: provide guidance on the strategic direction of the project in relation to the achievement of the project milestone and outcome
  • MER Team Lead : Coordination of project MER framework and implementation objectives to be consistent with Country, Global and Advocacy priority
  • YEE Program Manager: Management guidance for project implementation
  • Program Advisors: Inform and consult to solicit technical support for cross-cutting issue to ensure it is mainstreamed in project activities
  • Finance Team: Collating periodical financial reports and ensuring spending allocation

External relationship

  • Government; Ministry of Manpower, Local District Offices and Government-Owned TVET Institutions
  • Implementing Partners in Jakarta Greater Area
  • Strategic Associations include business Association and HR Associations; APINDO and KADIN
  • Private Sectors
  • With the Project team in other countries including Vietnam, and US National Office.

Technical expertise, skills and knowledge

Essential

  • Undergraduate degree in education, social fields or other related field in the promotion of youth economic empowerment and gender equality
  • Minimum of 10 years of experience in project management, including budget management, monitoring and evaluation and quality project reporting
  • Minimum of 5 years experienced working in coordination with Government agencies/offices, Private Sectors and TVET institutions  
  • Affinity to work with and for young people on economic empowerment
  • Understanding of Indonesia and Vietnam Government policies, laws, and institutions in relation to youth economic empowerment and, gender in the economy
  • Relevant network with Private Sector is needed
  • Good oral and written communication skills in English and Bahasa Indonesia
  • Ability to provide technical guidance and support staff
  • Ability to function efficiently and effectively with little day-to-day supervision
  • Demonstrated skills problem solving and people’s management.

Desirable

  • Master’s Degree in Related Field
  • Has experience working in regional level, especially within ASEAN
  • Have existing networks with Private Sectors in relation with youth training and placement
  • Have knowledge on the development of digital system in relation with Youth employment and training
  • Demonstrated experience in working with children and youth
  • Experience in managing programmes in child protection
  • Experience in working in a multi-cultural organisation
  • Demonstrated knowledge in international development tools: program logic, Monitoring, and community empowerment
  • Demonstrated knowledge of gender transformative approach, gender-based violence, child rights, and inclusion
