Introduction:
Headquartered in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
GGGI supports the Government of Indonesia through a program of activities that focuses on three areas: renewable energy, infrastructure projects within special economic zones, and forest and land-based mitigation projects. The Program, known as the 'GoI-GGGI Green Growth Program' (GGP), aims to demonstrate that green investments are financially and economically viable and can become the norm both for investors and for planners, ultimately improving the quality of growth and development. Through the Program, GGGI collaborates with BAPPENAS, the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of Environment and Forestry, and PT Sarana Multi Infrastruktur (“PT SMI”).
GGGI and Fiscal Policy Agency (FPA) implement the second Green Climate Fund (GCF) readiness and preparatory support program (“the Readiness Project”) in Indonesia. The Project aims to strengthen the NDA and national actors' institutional capacities to build a pipeline of climate change projects and enhance country ownership. The FPA is GCF’s National Designated Authority (NDA) in Indonesia, the agency through which Indonesia and the GCF interact and communicate. As the NDA, it has strategic oversight of all GCF related activities in the country, including assuring the alignment of GCF investment decisions with national priorities in climate change mitigation and adaptation. | ||||||||||||||||
Objectives/Purpose of the Assignment: Every project/program in a country proposed to the GCF must receive a No-Objection Letter (NOL) from that country’s NDA. The issuance of such NOLs requires the NDA to review the proposed funding proposals and concept notes. GGGI is building a roster of expert reviewers in several topics related to GCF key target areas to achieve high-quality review. The expert reviewers in the roster will support funding proposals/concept notes review, such as giving recommendations and opinions related to the projects. For adaptation projects, the funding proposals/concept notes should align with at least one of the GCF targeted resulted areas, which are ecosystem and ecosystem system, food security, and livelihoods of vulnerable communities, especially in relation to climate adaptive infrastructure. The final objective of the projects should be increasing the resilience of beneficiaries in regard to adverse impacts of climate change. Scope of Work:
The Global Green Growth Institute requires the services of qualified experts to be an expert reviewer (hereafter referred to as “the Consultant”) to support works of the National Designated Authorities (NDA) of Green Climate Fund (GCF) in Indonesia. The Consultant will be responsible for reviewing GCF project proposals received by the NDA based on their expertise. GGGI provides the framework in which the Consultant needs to work on the reviews.
In performing his/her tasks, the Consultant will work closely with focal points in the NDA, the Accredited Entities of the submitted proposal, the Executing Entities of the submitted proposal (if any), and other relevant stakeholders as deemed necessary.
Candidates applying for this position will be working on-demand basis. They will be working remotely with possible requests for meetings to discuss the reviews of the proposals. Due to the COVID-19 pandemic, the assignment will be conducted virtually.
Roles and Responsibilities: The Consultant will be responsible for the following tasks and duties: 1. Attend the mandatory training for the NDA Expert Reviewer conducted by Readiness Project team; 2. Perform expert reviews regarding GCF Funding Proposals/Concept Notes received by the NDA that align with their expertise, that includes but not limited to: · Review GCF Funding Proposals/Concept Notes/Call for PCN submissions based on GCF investment criteria · Provide recommendations to the NDA regarding the reviewed Funding Proposals/Concept Notes/Call for PCN submissions; 3. Fill out a pre-defined checklist of expert review; 4. Prepare high-quality presentations about the review summary and findings; 5. Attend meetings with related stakeholders to discuss and give clarifications regarding their reviews; 6. Present the review summary and findings to the NDA, GCF Readiness Project team and relevant stakeholders; 7. Collaborate with other consultants in the roster, if necessary. Note: The Consultant is to provide his/her equipment to produce all deliverables.

The assignment depends on demand from the NDA. Therefore, please note that the minimum number of assignments of 0 (zero) is possible.

Value Added Tax clarification Individual consultant without Indonesian tax ID: In accordance to Directorate General Taxation number SE-145/PJ/2010 VAT is applicable on foreign services rendered by international entities not registered in Indonesia are subject to 10% VAT.
Withholding tax on foreign services rendered/withholding tax Art 26 Payments of royalties, interest and service fees by resident taxpayer to a non-resident taxpayer are subject to 20% withholding tax Art 26. However, if the payment is made to a resident of a country with which Indonesia has signed a tax treaty, the withholding (WHT) may be reduced or exempted. Withholding tax on local purchase of goods and services Payments of certain types of income paid to resident taxpayers are subject to withholding Art 23 at a rate of 15% (for dividend, interest, royalties) and 2% (rental of asset, other than land and building [which is subject to final tax Art 4(2)] and services such as technical, management, consulting services, etc).
