Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. Program Development Specialist      Jakarta Based

Role Purpose 

The Program Development Specialist will play a role in supporting Yayasan Plan International Indonesia (YPII) in facilitating participatory program development processes and developing quality proposals to leverage financial growth of YPII funding from grants/institutional donor. Under the leadership of Program Development Manager, the position is expected to collaboratively assist the Country Office in Indonesia to develop a strong professional image among institutional donors and National Offices so that additional grant funding is acquired to grow and support Plan’s programmes in Indonesia. The position provides a cross-cutting technical support to all programmes under Plan International’s Area of Global Distinctiveness; five of six being the country focuses, namely Skills and Opportunities for Youth Employment and Entrepreneurships (SOYEE), Youth Leadership (LEAD), Sexual Reproductive Health and Rights (SRHR), Early Childhood Development (ECD), and Protection from Violence.


Dimensions of the Role


Reporting to the Program Development Manager, the post-holder will collaborate with Programme teams to facilitate project design and write project proposal that address the needs of vulnerable children in the most vulnerable and at risk locations in Indonesia. Under the guidance of Programme Development Manager, the post-holder will provide technical coordination in identifying, mapping, assessing and gathering intelligence for potential institutional grants/ funding opportunities and partnerships that strategically fit with YPII Country Strategy and aligns with its Resource Mobilisation Strategy.


Provide support to the development and implementation of the resource mobilisation strategy together with the Programme Managers, Technical Advisors/Specialists and Fundraising Department;

Play key role in donor liaison, gathering intelligence and pre-positioning for upcoming funding opportunities, especially from domestic institutional donors.

Provide essential information and technical analysis to support the identification of grant opportunities and co-facilitate participatory project design with other units/departments of high successful wining proposals to ensure the office meets its funding targets

Primary responsible to provide technical assistance and coordination to Programme Teams in writing quality proposal with reference to YPII/ Plan International’s Programmes Theory of Change/Area of Global Distinctiveness, financially sustainable for optimal cost-recovery.

Co-lead the mapping and appraisal of potential partnerships that strategically fit with YPII’s Partnership Strategy;

Provide key information for analysis of grant acquisition related risks and regularly update its status and consult the most appropriate mitigation measures accordingly.

Manage the relationship with national and international donors to meet the highest standards of donor compliance.    

Accountabilities


Strategy for resource mobilization for grant funding opportunities


Provide technical support for the development Grant Funding Mobilisation Strategy for YPII, in line with the Country Strategy, Programme Theory of Change and Area of Global Distinctiveness (AoGDs). The support will include donor mapping and providing data analytics on trends for institutional donor/funding opportunities.

Operationalise an effective and accountable system for identifying and responding to new opportunities in order to secure funding from institutional donors, including production of institutional donor/funding landscape based on interest (by sector and geographic area) and establish initial connections to explore funding opportunities.

Keep abreast on the information and trends of international and domestic grant funding within the AoGDs, Country Strategy Programmes and YPII Programmes Theory of Change.

Co-facilitate the collaborative work with Programme Teams, Sponsorship Teams, Fundraising Team, and Influencing and Communication Team in identifying, assessing the fitness of international/ overseas grants and domestic institutional funding opportunities.

Ensure transparent and accountable principles in new funding/ grant acquisition decision making.

Regularly update and monitor the risks and challenges for acquiring grants and funding opportunities and carry out mitigation measures accordingly.

Quality project concept note and proposal development for resource mobilization


Lead the development and regular update of Country’s Programme Capacity statement based on AoGDs;

Provide technical lead to develop high quality concept notes and proposals to respond to appropriate funding opportunities (anticipated funding below 500,000 EUR) with Programme Teams, Program Quality Support Team, Sponsorship/ Programme Implementation Area, National Office(s) and external stakeholders when necessary;

Maintain and regularly update the pool of concept notes/ proposal bank based on Plan’s AoGD to potentially respond to a range of institutional donors and to ensure a healthy programme pipeline; 

Provide technical support to the designated Project Design task force to ensure meaningful participatory process is delivered effectively and in a timely manner, including to meet tight submission deadline for humanitarian response proposals.

Promote regular discussions with programmes, sponsorship and fundraising teams to develop new “products and projects” that can be marketed to potential donors. 

Provide necessary administrative support, as need be, to identify and recruit qualified external consultant(s) as a surge capacity to develop complex donor proposals or other specific assignment related with programme development. 

Grant management and donor compliance


In collaboration with Grant Manager, maintain and keep YPII grant and funding database updated including on the grant database portal, Grant Pipeline Monitoring Tool (GPMT);

Coordinate with Programme Team and Operations Team to ensure shared understanding about donor requirement and compliance, adhering to Plan International standard operation procedure on grant acquisition, M&E Frameworks, financial management, operations and reporting requirement.

Provide information and technical advice to the Programme Team in regard with donor compliance and other internal policies and procedures on grant/ funding to ensure proposals developed comply with organisation’s and donor’s requirements.

Donor relationship, Partnership and External outreach


Build and maintain relationships with targeted institutional donor representatives, fund managers and partners.

Establish contacts with new potential institutional donor representatives and key partners for joint bidding/design together.

Contribute to the development of innovative strategies for raising awareness of social and development issues and funding among new donors.

Build relationships with profit and non-profit organizations that have demonstrated interest in social programs. 

Represent YPII in events where there are opportunities to connect with institutional donors/ funding agencies to develop networks and relationships.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)


Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work;

Participate actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion;

Submit required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI;

Understand and put into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge


Essential


Bachelor degree in economics, social sciences, international relations/development, English literature, or any relevant fields.

At least 3 years’ experience in programme/project development, business development and similar jobs in not-for-profit organizations/NGOs/INGOs with a proven portfolio in successful resource mobilisation.

Knowledge of funding opportunities especially calls, formats and donor compliance in diverse institutional donors/ development partners (EU, USAID, AusAid, DFID, SIDA etc.), knowledge on development aid architecture is a plus.

In-depth knowledge and practical experience of leading the development of Theory of Change (ToC), Logical Framework Analysis (LFA) and Results Based Management (RBM) in proposal preparation and writing, including budgeting principles and all aspects of proposal design.

Excellent English oral and written communication skills.

Excellent time management skills to deliver quality work, able to lead processes and coordinate between a wide range of actors to meet tight deadlines.

Meticulous, discipline, have attention to details and able to provide critical feedback for quality improvement.

Representational skills, able to present information concisely and effectively to external actors

Ability to work in a multidisciplinary and multicultural environment.

Desirable


Master’s degree in international development, international relations, economics, social science/welfare and gender.

2 years of experience working in similar position in INGOs/National Foundations.

Demonstrated work experience in humanitarian and development settings.
