Position Title: Web Programmer Consultant (Temporary Replacement for Annual Leave)

PROJECT OVERVIEW

Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV – or “LINKAGES” – is USAID’s first global project dedicated to key populations (KPs). LINKAGES aims to accelerate the ability of partner governments, key population civil society organizations and the private sector to more effectively plan, deliver and optimize comprehensive, scaled HIV/AIDS prevention, care and treatment services that reduce HIV transmission among KPs and their sexual partners and improve the quality of life for those who are HIV positive. 

LINKAGES is led by FHI 360, in partnership with Pact, IntraHealth International, and the University of North Carolina (UNC) at Chapel Hill.  The project also taps into and amplifies local capacity for long-term sustainability and country ownership of key population programming. To that end, LINKAGES engages a diverse array of experienced organizations and special experts already working with key populations in Indonesia.  LINKAGES prioritizes programming that aligns with PEPFAR 3.0’s five key agendas – impact, efficiency, sustainability, partnership and human rights – to achieve global 90-90-90 goals, sustainable programming, and an AIDS-free generation.


In Indonesia, the project contributes directly to the targets identified in the National AIDS Commission’s National Strategy and Action Plan (SRAN), 2015-2019 and the Ministry of Health (MOH) HIV National Action Plan.  Our success is intricately tied to the efforts of the national program, which is led by the Ministry of Health (MOH) and National AIDS Commission (NAC), and largely funded by the Government of Indonesia (GOI) and the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM).  Accordingly, LINKAGES focuses its resources on two priority areas – Jakarta and Papua – where the potential for epidemic control is greatest.  Under the leadership of the GOI, we also advance technical innovations that are evidence-based, but may not yet be enshrined in policy or practice.


in FY20/COP19 implementation plan, LINKAGES Indonesia is still doing expanding on several application system to monitoring all activities both for Jakarta and grater Jakarta Activities. But during the October 1st to October 30th, 2020, two of ICT programmer team should take annual leave and can not join the team. As part of the ultimate achievement across those results, and to ensure that all of development phase running properly, LINKAGES plan to hire a temporary software/application IT Programing Individual Consultant (two persons).


SCOPE OF WORK


The consultants will work with LINKAGES Indonesia staff (cross component) to further develop ICT applications in support of the above tasks in the LINKAGES FY20 work plan. He/she shall work under the overall supervision of the ICT4D Advisor, will input from the LINKAGES Country Representative, CD&PE team, Monitoring and Evaluation (M&E) Advisor and/or another LINKAGES Team. The IT Programmer will be a skilled and experienced software developer responsible for the detailed design, implementation, and testing of subsystems and system components in complex, multivendor, multi-platform environments.

1.     Support ICT4D Advisor on coding and programing web base application system based on request and assignment from LINKAGES teams.

2.     Work together and support existing ICT Programing Consultant on coding and programing several inhouse developing web base application system to provide technical support and or develop new module, pages, URLs and develop/re-develop a dashboard monitoring both for internal and external access.

3.     Support ICT4D Advisor and M&E Advisor on testing, refining, finalizing and providing TA for data quality control prior to publish into dashboard and visualization page for external access. 

TASKS AND RESPONSIBILITIES


A consultant shall work under the overall supervision of the LINKAGES Country Representative, ICT4D Advisor, CD&PE team, Monitoring and Evaluation (M&E) Unit and or another LINKAGES Team. Furthermore, the incumbent will work in close collaboration with the ICT Advisor and M&E team, The IT Programmer will be a skilled and experienced software developer responsible for the detailed design, implementation, and testing of subsystems and system components in complex, multivendor, multi-platform environments.

A.    Specific responsibilities for IT Programing Consultant will include:

ü  Develop a web base form base on manual (hard copy) form, with exactly precise like an original form, page and field position.


ü  Develop a Dashboard and data visualizations for monitoring, tracking and reporting system


ü  Re-designing, developing, Testing, upgrading and refining Data visualization (if any) base on input from LINKAGES team and launch for the several application system .


B.    Activities:

1.   Develop New Application for “Covid-19 Contact Tracing web base System”


a)    Conduct needs assessment with ICT technical advisor, M&E Advisor and or other LINKAGES team on the list of feedback.


b)    Prepare and present proposed new application and or new features and or new module for “contact tracking system”.


c)     Work together with other ICT consultant to develop/upgrade the feature/application (if needed) with embedded/integrated with New software/application into existing application, based on feedback from ICT technical advisor, M&E Advisor and or COP of LINKAGES.


d)    Present New Features/modules “contact tracing system” module/application to all LINKAGES Team.


e)    Compile all agreed upon modifications and new features into a design plan completed with a timeline.


f)      Launch of Alpha version for real-time testing


g)    Finalization and release of Final version of feature/modules system.

2.  Developing and or Upgrading Dashboard Monitoring and Data Visualization


a)    Conduct needs assessment with ICT technical advisor, M&E Advisor and or other LINKAGES team on the list of feedback.


b)    Prepare and present proposed features of tool for “dashboard monitoring”


to all LINKAGES team.


c)     Develop/upgrade “Data Visualization” feature application with embedded/integrated with existing ODK system and or CMD and or other relevant application system based on feedback from ICT technical advisor, M&E Advisor and or COP of LINKAGES.


d)    Present New Features/modules  “dashboard and data visualization” application to all LINKAGES team.


e)    Compile all agreed upon modifications and new features into a design plan completed with a timeline.


f)      Launch of Alpha version for real-time testing and finalization and release of Final version of those  feature/modules system.

a)    New Application for “Covid-19 Contact Tracing System” (max 15 November 2020)


b)    Developing and or Upgrading Dashboard Monitoring and Data Visualization (max 15 November 2020)

 

CONSULTANCY LOCATION AND TRAVEL


The consultancy will be based in Jakarta, Indonesia. No Travel  may be required


PERIOD OF PERFORMANCE


October 1st,  to November 15th, 2020 with approximate total 30 days (maximum). Consultant can claim invoice per month based on actual days of work in a month (2 times invoice claim).

REMUNERATION AND EXPENSES


The consultant will be paid on daily basis.  Payment will be made monthly after the successful deliverable completion and approval of tasks assigned during that month.
