Summary 
The Project Manager will be responsible for the management of a diverse project team ensuring that administrative and financial procedures comply with donor requirements and project deliverables are achieved based on established program criteria and standards. 

Duties/Responsibilities
Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills that will enable post holder to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct oneself in a manner consistent with the Child Safeguarding Policy
Lead the project implementation by developing guidelines, synergizing the approaches in Indonesia and Timor-Leste, and providing technical oversight and guidance to the project staffs and co-applicants to ensure that quality activities are implemented to achieve the project’s objectives
Responsible in ensuring compliance with the terms and conditions, regulations and standards of the donor agency as it relates to project documents, communication, visibility, monitoring and evaluation, etc. 
Design strategies and mechanisms to address gaps and challenges in the project implementation, including the management of identified risk factors
Responsible for oversight of administrative, financial, and human resources, including the operational day-to-day management of the project 
Support the project staffs and co-applicants to produce accurate and timely reports on the project status and ensure its timely submission 
Liaise with the CO program staffs on cross-sectors and specified aspects of the project implementation to ensure integration, and that the project is contributing to the ChildFund’s program core outcomes and area of excellence, including documentation of best practices in order to promote organizational learning    
Coordinate with the Communications Specialist to develop communications materials related to the project and ensure the donor agency’s visibility policy and standard are observed at the applicant, co-applicants, and community levels
Represent the project team in all external engagements related to the project


Qualification/Experience
5+ years of experience in project management, supervision, administration, and implementation of cooperative agreement and/or contract requirements (including meeting deadlines, achieving targets, establishing and maintaining systems for managing project operations, and overseeing the preparation and submission of required reports to donor agencies)
Experience establishing and maintaining systems for managing project operations
Demonstrated technical expertise in required areas of specialization, with proven success serving in a leadership role for a projects related to children and youth, particularly youth-focused peacebuilding 
Demonstrated high-level interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues. 
Extensive knowledge of the rules and regulations for cooperative agreements and contracting environments, program design, and grant management 
Above-average knowledge and skills on project-based accounting, negotiation, analytical, facilitation, organizational and time management skills and with supportive attitude towards processes of strengthening and building capacities of local civil society organizations and partners 
Outstanding written and oral communication skills in English; fluency in a local language preferred.

Education
Bachelor’s degree (or equivalent) in community development/social science discipline, advanced degree preferred, or equivalent relevant work experience reflecting expertise in areas relevant to this project, such as labor law, public policy, sociology, and project management.
