 Yayasan Humanis dan Inovasi Sosial is an Indonesian organization affiliated with Hivos, born out of an active collaboration between Netherlands based Hivos and several like-minded Indonesian academics and civil society leaders who subscribe to the values and mission of Hivos. Yayasan Humanis seeks qualified candidates for the position of:

Functional Context

 

The Grant Finance Officer position is part of one or more program or project teams and ensure the compliance regarding donor requirements in the primary process: results, budget and development of proposals and contract (implementation), and grants management.

 

The Grant Finance Officer coordinates with Project Manager(s), Finance and Administration Officer, Design Monitoring and Evaluation Officer, Voice Global Coordination Team, as well as to donor.

 

The Grant Finance Officer may also work with the Financial Controller and Finance Officer-VOICE Indonesia, which focus on compliance regarding Yayasan Humanis dan Inovasi Sosial and donor requirements in the primary process: results, budget and deployment of proposals and contract (implementation).

 

Roles and responsibilities

 

1.     Budgeting and resource mobilizations

a.   Learning all related donor’s guidelines before budget preparation to ensure the capability of Yayasan Humanis dan Inovasi Sosial to comply with requirements.

b.   Developing budget to be embedded in project proposal, together with program teams, using Yayasan Humanis dan Inovasi Sosial budget tools and to ensure that related parties are enabled to work according to guidelines.

c.   Assisting the program team during the budget negotiations with donors.

 

2.     Grant administration

a.     Controlling and monitoring budget to ensure fund availability for each program.

b.     Carrying out intake assessments as required by Yayasan Humanis dan Inovasi Sosial and donor grant management and control framework.

c.     Assisting the program team in creating any contracts to partner organizations by providing advice on partner budget, payment schedules, taxation, reporting and monitoring schedules that would mitigate financial risk.

d.     Carrying out contract intake assessment and contract monitoring as required by Yayasan Humanis dan Inovasi Sosial risk based grants control framework.

e.     Organizing external certification/audit as necessary.

f.       Strengthening financial management capacities of partner organizations to ensure accuracy, transparency and accountability, this including developing, maintaining and training staff in the proper application of time-keeping, data collection and management.

g.     Producing quarterly budget comparisons and sharing it with the related Program Manager.

h.     Coordinating with the Accounting Manager related to the project staff charging.

i.       Ensuring the timesheet of VOICE project staff in the Philippines are available monthly.

j.       Monitoring budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate and recorded, expenses are within budget limits and/or fiscal practices are followed.

k.     Reviewing project payment request (accuracy information, budget and fund availability) and staff advance liquidation.

l.       Producing accurate and timely project financial report and supporting documents as required by donors.

m.    Maintaining good filing for the project (both soft and hard files).

n.     Ensuring accurately and timely grant billings to donors.

o.     Ensuring all office equipment purchased by project are registered, maintained and handed over as required by donors.

3.     Others

a.     Supporting Yayasan Humanis dan Inovasi Sosial office accounting as required.

b.     Carrying out other tasks as requested by the supervisor.

 

 

Knowledge, experiences and competencies

 

  • Relevant education level of working and thinking.
  • Relevant work experience: minimum 5 years.
  • Expertise in accounting and working with external customers.
  • Work experience in international environment and financial project management.
