Vacancy Announcement: DRR Officer, based in Palu

YRII, previously Islamic Relief Worldwide in Indonesia as globally with Islamic Relief Worldwide we have been fighting poverty and injustice for 30 years, in a world where more than three billion people still live in poverty.

 Country Purpose:

Islamic Relief Worldwide in Indonesia has been operating since 2003, and officially became the Yayasan Relief Islami Indonesia in January 2022. The objective of the Yayasan Relief Islami Indonesia program is to contribute to the social welfare of the Indonesian people and to alleviate suffering. The main sector for the programme include:

The geographical area: NTB, Aceh, Central Sulawesi, West Sulawesi and Jakarta Province and will be expanded to all regions of Indonesia according to the development of the organization. The implementation of the program is carried out directly by YRII or through cooperation partners.

Yayasan Relief Islami Indonesia is seeking  Disaster Risk Reduction (DRR) Officer based in Palu.

Reporting Line:

Post holder would directly report to Area Coordinator in Palu.

Job Summary:

Under the guidance and direct supervision of the Area Coordinator The Disaster Risk Reduction (DRR) officer will support Area Coordinator Central Sulawesi in the implementation of the project activities in collaboration with the local government and other relevant stakeholders including community leaders and members in the target areas. The DRR Officer will also organize and coordinate project activities at the community level under guidance from the DRR Coordinator and in consultation with implementing partners, BPBD and community local leaders, including facilitation of various DRR training at the government and community level. This position will be based in Palu, with regular travel to village target for implementation of program activities, coordination meetings with related stakeholders and other implementing partners

Specific Skills and Responsibilities:

·       Implement all the activities plan according to the work plan

·       Design and conduct technical assessments, initiate dialogue and surrounding community members;

·       Support Area Coordinator to develop and implement a social mobilization plan for enhanced community awareness in DRR with direct support from reporting social mobilization staff;

·       Design and implement CBDRM activities (PVCA, Community Action Plan, community DRR Training) in 3 village targets (Baiya, Balaroa and Petobo)

·       Support Area Coordinator to Facilitate and assist the formation of religious place-based disaster management teams;

·       Support Area Coordinator to design and impart capacity building and training for supported religious places’ leadership and activists from surrounding communities in planning, resource mobilization, disaster response etc;

·       Maintain liaison with other partners, GO and NGOs for collecting/sharing information in the assigned area;

·       Do the assessment regarding the area coordinator in the field office in terms of teamwork management (the feedback need to be reported to CD and afterwards CD will discuss the report to the area coordinator)

·       Provide necessary support in establishing an inter-religious DRR forum with representation of supported religious places, provincial and national disaster management authority, humanitarian NGOs and religious bodies;

·       Facilitate in the conducting of workshop/training with the community target of the project

·       Facilitate the formulation of preparedness plans and allocate project resources for technically sound structural and non-structural mitigation measures;

·       Facilitate relationship building and communications relating to the role of religious places in disaster situation program activities between the Islamic Relief, religious places, religious institutions and local disaster management agency.

·       Drafting communication and weekly/monthly progress reports,

·       Prepare a written report of the program activities in the field of assignment.

·       Undertake other duties that may be assigned from time to time by the management

·       Keep all records up to date and file in a proper and efficient manner

Key Competencies:

·       Demonstrable technical capacity in DRM, community and city resilience and rural development.

·       Understanding of partnership approach to emergencies work and experience working with a local partner.

·       Goods knowledge of the humanitarian principle, emergencies response, rehabilitation and recovery.

·       Must have a good understanding of the different systems of extension delivery in an interfaith context

 Experience/Education:

 ·       Graduate degree (S1) in development, social sciences or related field

·       At least 3 years of professional experience in the technical area of DRR, including Community-based Disaster Risk Management (CBDRM), and livelihood preferably working experience in an international organization

·       Skill and experience in partnership/working with/facilitating local NGO partner

·       Strong skills and broad experience in community organizing

·       Has strong skills in training facilitation including developing training plans and modules

·       Has experience in applying participatory tools and is able to facilitate Focus Group Discussion (FGD), interview, observation and survey

 

Requirement Skills:

·       Demonstrated ability to conduct/oversee evaluations, reviews, assessments, etc.

·       Proven experience in cash and voucher assistance management is preferred 

·       Able to write a report in English with minimum revision/edit

·       Flexible

·       Knowledge and practical understanding of and ability to work within both relief and development NGO contexts.

·       Computer literate.
