Background

 

The SWITCH Asia Local Harvest: Promoting sustainable and equitable consumption and local food systems in Indonesia is the EU funded project that currently implemented by Hivos and its local partners: The Indigenous Peoples Alliance of the Archipelago/Aliansi Masyarakat Adat Nusantara (AMAN), Association for Assistance to Women in Small Businesses/Asosiasi Pendamping Perempuan Usaha Kecil (ASPPUK), Non Timber Forest Product-Exchange Program (NTFP-EP) Indonesia and WWF Indonesia.  The project is implemented in 8 provinces (14 districts) and 5 cities in Indonesia over a period of four (4) years commencing March 1, 2018. The specific objective of the project is to stimulate a significant shift in consumption patterns towards sustainable and ethically sourced food products in Indonesia through increased knowledge and awareness of consumers about the impacts of their food choices; increased capacities of food MSMEs and producers - including women and indigenous people - to penetrate markets; and a favourable policy environment for uptake of Sustainable Consumption and Production (SCP) practices in the food sector.

Multi stakeholder partnership is one of the strategies implemented in order to achieve the changes. The processes aimed at bringing together (representatives from) different stakeholder groups to communicate and share about, to work on, co-create, collaborate and make decisions about particular issues related to food systems, as we believe that sustainable change will only happen if people undertake concerted and collective action. At the national level, the project has been working with the Directorate for Food and Agriculture, the National Development Planning Agency (BAPPENAS) and several organizations to initiate the establishment of a multi-stakeholder platform on sustainable food system. A number of activities have been organized in collaboration with these partners to support the transformation towards sustainable and equitable food system in Indonesia.

Hivos is looking for a (team of) consultant to develop a sustainability strategy document for the multi-stakeholder platform so that the partnership can be maintained, managed, measured and contribute positively to the policy making process in BAPPENAS.  The Sustainability Strategy will include among others, lessons learned and challenges during the initiation process, proposed platform governance mechanism, resource needed for its operation, and potential funding sources from the government funding as well as from other agencies. Based on input from the government partner, the platform may apply U process as its approach. In doing the assignment, the (team of) consultant will seek input and insights from key stakeholders, including the representative of local government, and existing platforms related to sustainable development and food systems. The consultant will also coordinate closely with BAPPENAS and Hivos’ partners for this particular activity.

 

Scope of Work

The consultant is expected to:

1.      Developing Sustainability Strategy Document for a multi-stakeholder platform on sustainable food system which will cover the following information: the strategic legal supporting regulation to build such a platform on sustainable food system, lessons learned and challenges during the initiation process, options and proposed platform governance mechanism, resource needed for its operation, and potential funding sources from the government funding as well as from other agencies.

2.      Social network analysis to investigate the issues or background why we need a platform on sustainable food system then analyze the structure, to design the institutional coherence and map put the actors who need to work for the platform or already has been initiated the similar initiatives, and lastly to analyze the implication or goal from the platform on sustainable food system.

3.      Conduct desk study, interviews and/or FGDs with key stakeholders, including representative of local government, potential donors, and existing platforms related to sustainable development and food systems.

4.      Presenting the deliverables to BAPPENAS, the platform members, and potential donors.

 

Duration

The assignment should be completed before February 10, 2022 with a maximum of 20 working days.

 

Deliverables

-      A concise report on interview and meeting with key stakeholders during the assignment 

-      A sustainability strategy document (or proposal) for multi-stakeholder platform on sustainable food system in Indonesia. The sustainability strategy document should be developed in Bahasa Indonesia and English, and submitted in electronic version in relevant Microsoft Office format.

 

Qualifications & Experience

The consultant or team of consultants should:

·        Indonesian Nationality

·        Knowledge in sustainable consumption and production, and food system topics

·        Experience in developing thematic strategies, particularly related to multi-actor partnership

·        Good understanding about policy making processes

·        Familiar with lobby and advocacy related activities
