Organizational Development Consultant

 1.                 Introduction/Background

The purpose of the USAID Sustainable Fish Asia Local Capacity Development Activity Task Order (TO) is to facilitate the organizational capacity development of two regional apex organizations, the Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security (CTI-CFF) and the Southeast Asian Fisheries Development Center (SEAFDEC); facilitate and document project co-creation between these two organizations and the United States Agency for International Development (USAID), leading to USAID-issuance of a Public International Organization (PIO) grant to each organization; and conduct a regional Private Sector Engagement Landscape Assessment of the fisheries sector in Asia.

This Scope of Work is for an Organizational Development Consultant who will provide technical support to SUFIA LCD in implementing the activity with CTI-CFF in Manado, Indonesia and its member countries in the Coral Triangle Region.

 

2.                 Scope of Work

The Organizational Development (OD) Consultant, hereafter referred to as the OD Consultant, will support SUFIA LCD and CTI-CFF in the delivery of capacity development services including monitoring and assessment of work conducted. Under the SUFIA LCD Project Manager’s direction, the OD Consultant shall:

  • Provide technical and administrative support in the implementation of CTI-CFF’s capacity development action plan (C-DAP) and the SUFIA LCD subaward to CTI-CFF;
  • Provide technical and administrative support to SUFIA LCD and CTI-CFF in organizing the co-creation process with USAID/RDMA (for the Public International Organization direct grant to CTI-CFF);
  • As part of C-DAP implementation, provide direct capacity development services to CTI-CFF staff and members through online/virtual and occasional in-person support (RTI and governmental safety protocols and policies permitting);
  • Support identification and management of consultants for capacity development services in support of CTI-CFF’s capacity development process/C-DAP implementation;
  • Provide support to SUFIA LCD and CTI-CFF in conducting performance and organizational capacity assessments;
  • Provide periodic monitoring and evaluation and generate reports on CTI-CFF’s capacity development progress.

3.        Period of Performance

The period of performance of this consultancy is between January and August 2022 (not to exceed a Level of Effort of 60 days). All work must be completed within this timeframe. Any modifications or extensions shall be requested through SUFIA LCD’s Project Manager for review and discussion.

 

4.        Place of Performance

The OD Consultant shall perform the majority of the work remotely with travel to the CTI-CFF Regional Secretariat in Manado, Indonesia for major tasks and events, when necessary and in accordance with RTI and Government of Indonesia policies and protocols (related to the pandemic). The OD Consultant shall be required to meet the SUFIA LCD Project Team virtually for a weekly status meeting, when necessary. The OD Consultant should have their own computing and office facilities to perform the tasks.

 

5.        Work Requirements

As part of the SUFIA Local Capacity Development Activity, the OD Consultant shall be responsible for performing tasks throughout the various stages of CTI-CFF’s organizational capacity assessment and capacity development processes over the duration of the consultancy. The following is a list of these tasks:

  • Support the SUFIA LCD project leadership team in the implementation of the capacity development action plan (C-DAP) with CTI-CFF, which includes organizing training and regional events, facilitation, and creation of communications products as required in the C-DAP.
  • Support the SUFIA LCD project leadership team in the implementation of the Capacity Strengthening Initiative subaward with CTI-CFF.
  • Support the SUFIA LCD project leadership team in various organizational capacity assessment activities with CTI-CFF.
  • Assist in the identification and overseeing other consultants for supplementary capacity development services.
  • Provide support in organizing the co-creation activity with CTI-CFF.
  • Collect relevant information and documentations related to SUFIA LCD MEL indicators.
  • Submit a weekly status update to SUFIA LCD to include evaluations and reports of capacity development progress and on other CTI-CFF activities.

 

Handoff/Closure of Consultancy Services:

  • Consultant shall provide SUFIA LCD with all documentation generated during the Consultancy

6.        Acceptance Criteria

 

The Acceptance of all deliverables will reside with SUFIA LCD Project Manager. The PM will work with the Finance and Administration Manager (FAM) to ensure completeness of each stage of the work and that the scope of work has been met. Once a deliverable has been submitted, the PM will review and sign off on the approval.

Once the Consultancy period is near completion, the Consultant will provide all the deliverables during this stage as stated above in Section 6 to the PM. The acceptance of these deliverables by the PM will acknowledge acceptance of all deliverables and that the Consultant has meet all assigned tasks.

Any discrepancies involving completion of project tasks or disagreement between RTI SUFIA and the chosen Consultant will be referred to RTI’s Asia Regional Office and the RTI Home Office for review and discussion.

 

7.        Other Requirements

REPORTING AND COMMUNICATIONS

The Consultant shall provide a weekly report to SUFIA LCD Project Manager and may participate in Online Staff Weekly Meetings (by invitation) to update on the work done and to report on any challenges faced.

RISKS AND CONSTRAINTS

Due to the pandemic situation, all consultancy services will be delivered online. 

In the case that the Consultant may be required to provide occasional in-person support to CTI-CFF staff in Manado, Indonesia, this will be coordinated in advance with the Consultant, and will occur in full alignment with RTI and the Government of Indonesia health safety policies and protocols. 

CONSULTANT RESPONSIBILITIES

The Consultant shall use their own computer and other IT equipment to complete the work. If there is to be any travel, the Consultant is responsible for arranging their own travel arrangements to any in-person meetings in Manado. Any assignment-related travel would be arranged in coordination with RTI according to RTI travel policies, with the Consultant reimbursed for applicable travel costs.

RTI REPRESENTATIVE AND SUPPORT

The SUFIA LCD Project Manager in Bangkok, Thailand will provide technical oversight to the Consultant and will be the Consultant’s main contact point, and to whom deliverables will be submitted.

·       Capability Statement: Applicants should indicate their capacity to provide the services in this SOW. This information should include past verified performance of similar assignments undertaken and include contact person for reference (we are not expecting actual reference but only a contact name, e-mail address and phone number of the person that can provide reference). This capability statement should not exceed 2 pages. Anything more than 2 pages will not be reviewed.
