Project Manager - Youth Pathways to Job in COVID 19        

BACKGROUND

Youth employment crisis in Southeast Asia has been exacerbated by the current COVID-19 pandemic and will have lasting economic impacts for years to come, particularly for vulnerable groups like women, migrants, victims of human trafficking and those with disabilities. The COVID-19 crisis has devastated livelihoods, stunted local businesses, and essentially shut down global economies causing unprecedented levels of unemployment. According to the International Labor Organization (ILO), 84.4% of youth ages 15 to 24 in the Asia-Pacific region work in informal employment, and the pandemic has hit the informal sector the hardest. The negative economic impacts of COVID-19 will likely result in a ‘crisis cohort’ even for those graduating from secondary and tertiary schools this yearThese young people will continue to face higher unemployment, lower pay, and worse job prospects up to a decade later, compared to those who entered work pre-COVID and the global economic downturn. In Indonesia and Vietnam, the pandemic will continue to deepen economic vulnerabilities for young people working in the informal sector especially women and migrants. In order to reduce the youth unemployment crisis caused by the COVID-19 pandemic in Southeast Asia, Plan International, will deliver market-driven vocational and job-matching solution with the potential for scale, beginning with a pilot that targets the most vulnerable young people across Indonesia and Vietnam. Whilst, COVID-19 has further exposed the large skills gap among youth across the ASEAN region. Skills development is key to fostering the resilience of young people when facing rapid changes in prospects for employment and entrepreneurship in the sectors that are hit hardest by the crisis.  While some sectors will continue to suffer due to COVID-19 for years to come, others will see a spike in recovery and growth (e.g. health, personal care and ICT); there is a timely and tremendous need to identify and match labor market needs with proper skills development to effectively address the skills gap challenge in the post-COVID era.


ROLE PURPOSE
The Project Manager will lead the national team in project implementation in Indonesia. She/he responsible to achieve project goals effectively. She/He also should ensure the project expenditure in Indonesia comply with Plan International regulation as well as with Donor regulation.

DIMENSIONS OF THE ROLE
  • Ensuring effective and efficient management of the overall programme, which includes maintaining constructive relationships with key stakeholders in country
  • Driving strategic conversations around advocacy and impact, thereby contributing to sustainable programme outcomes
  • Ensuring effective project management by maintaining the delivery of appropriate technical, operational and financial outputs, while tracking the project progress through monitoring, evaluation and reporting;
  • Maintaining effective working relationships with project partners and Plan Vietnam Office and Related National Office, through effective communication, consultation and reporting;
  • Aligning the projects implementation with Plan International principles of safeguarding of children and young people and gender transformative approach.

ACCOUNTABILITIES

Effective and Efficient Management of Overall Project

  • Develops and update Detailed Implementation Plan (DIP) of the project and monitor its implementation, ensuring timely implementation of the project;
  • Be responsible for managing partners and consultants to ensure delivery of quality outputs based as required and planned in the project;
  • Leads the financial management (budget planning and expenditure) of the project achieving accuracy and reliability of financial reports, in accordance with YPII and donors’ standards and compliance;
  • Oversees the mobilization of goods and services to support project activities, including drafting TORs and works/product requirements and specifications;
  • Identifies project risks and mitigation strategy, submits information on the new risks and possible mitigating measures to the Senior Project Manager for consideration and updating the status of these risks by maintaining a Project Risk Registry;
  • Ensures adherence to the existing financial, procurement and administrative processes in line with prevailing YPII rules and regulations;
  • Coordinates the maintenance of project financial tracking in SAP in accordance with YPII procedures;
  • Prepares for project closing, audit and transfer of project asset. 

Effective Working Relationship with Partners, and Other Plan Offices

  • Establishes good practice of partnership management aligning with Plan International Guidelines for Building Better Partnership, from partner assessment process to monitoring the partnership agreement promoting mutual accountability and compliance;
  • Facilitates regular coordination and quality assurance with Senior Project Manager and YPII YEE Program Team;
  • Adheres to RACI (Responsibility, Accountability, Consult and Inform) in decision making and communication in the implementation of projects;
  • Supports Senior Project Manager and YEE Program Team in ensuring coordination with government and private sector stakeholders;
  • Be the focal person for the contact with the team Partner as well as in the Vietnam, and US National Office with regards to implementation; this entails attending regular update calls, responding to email requests, attending global calls and exchange learning and ideas with other coordinators around the world.

Strong Positioning of Projects and Youth Economic Empowerment in terms of Employment for COVID 19 Context

  • Identifies opportunities for deepening the cooperation and collaboration with Government, NGOs, International Organizations (such as UN Agencies), TVET Institutions and development partners on the issue of YEE during COVID 19 in particular employment; 
  • Conducting advocacy processes in coordination with Senior Project Manager, YEE Program Team and ensured approval from organization Directors
  • In coordination with Senior Project Manager, identify opportunity for leverage funding and working together with Business Development and Fundraising Department to develop strong concept note and high quality proposal which leverage the achievement of project milestone

Monitoring, Evaluation, Research and Knowledge Management (MERKM)

  • Works and coordinates with Project MER Coordinator and YPII YEE MERKM to manage and monitor the implementation of the project by using agreed monitoring tools, M&E Framework and achieving quality of baseline, midline and endline data collection;
  • Coordinates the data collection and support the provision of project report in Indonesia for periodic reporting to US National Office, Donor and YPII Quarterly and Annual Reporting mechanism in timely manner in coordination with Grant Acquisition Manager and with supervision from Program Manager;
  • Leads and supervises the development of knowledge products from the project, including fact sheets/project brief, policy briefs, modules, research and publications, in quality and timely manner;
  • Maintains quality standards of document keeping, retrieval and sharing mechanism.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work;
  • Participates actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion;
  • Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI;
  • Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

Internal Relationship

  • Senior Project Manager: Management guidance for project implementation, support data analyses for reporting
  • Project Officers: provide guidance on the strategic direction of the project in relation to the achievement of the project milestone and outcome
  • MER Team Lead : Coordination of project MER framework and implementation objectives to be consistent with Country, Global and Advocacy priority
  • YEE Program Manager: Management guidance for project implementation
  • Program Advisors: Inform and consult to solicit technical support for cross-cutting issue to ensure it is mainstreamed in project activities
  • Finance Team: Collating periodical financial reports and ensuring spending allocation

External Relationship

TECHNICAL EXPERTISE, SKILLS, AND KNOWLEDGE

Essential

  • Undergraduate degree in education, social fields or other related field in the promotion of youth economic empowerment and gender equality
  • Minimum of 7 years of experience in project management, including budget management, monitoring and evaluation and quality project reporting
  • Minimum of 3 years experienced working in coordination with Government agencies/offices, Private Sectors and TVET institutions  
  • Affinity to work with and for young people on economic empowerment
  • Understanding of Indonesia Government policies, laws, and institutions in relation to youth economic empowerment and, gender in the economy
  • Relevant network with Private Sector is needed
  • Good oral and written communication skills in English and Bahasa Indonesia
  • Ability to provide technical guidance and support staff
  • Ability to function efficiently and effectively with little day-to-day supervision
  • Demonstrated skills problem solving and people’s management.

Desirable

  • Master’s Degree in Related Field
  • Have existing networks with Private Sectors in relation with youth training and placement
  • Have knowledge on the development of digital system in relation with Youth employment and training
  • Demonstrated experience in working with children and youth
  • Experience in managing programmes in child protection
  • Experience in working in a multi-cultural organisation
  • Demonstrated knowledge in international development tools: program logic, Monitoring, and community empowerment
  • Demonstrated knowledge of gender transformative approach, gender-based violence, child rights, and inclusion
