JOB TITLE:                Monitoring & Evaluation Assistant (Short-Term)                   

JOB LOCATION:       Jakarta, Indonesia                                                        

REPORTS TO:           Monitoring & Evaluation Manager

PROJECT:                 United States Agency for International Development (USAID) Global

                                    Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) in Indonesia

 

 

OVERVIEW:

The USAID-funded Global Health Supply Chain-Procurement & Supply Management project (GHSC-PSM) is being implemented by Chemonics International. The focus of the project in Indonesia is to provide technical assistance in supply chain management to the Ministry of Health for HIV, TB, and laboratory commodities, in support of the national HIV/AIDS and TB programs in the country. At the national level, the project supports the Directorate of Direct Infectious Disease Control (Sub-directorates HIV/AIDS and TB), the Directorate of Quality and Health Services Accreditation (Laboratory services), and the Directorate of Public Medicine and Health Supplies. At the provincial level, the project provides support to Jakarta and Papua provinces.

 

SUMMARY:

The Short-term Monitoring & Evaluation Assistant will be primarily providing support in collecting and analyzing key HIV and TB logistics data and reporting for supply chain management of GHSC-PSM projects in Indonesia.

M&E Assistant will

  1. Assist M&E team and technical teams project data collection including HIV and TB supply chain key performance project data cleaning, data validation, analysis, and reporting.
  2. Assist M&E team in checking completeness, validation, compiling report, and supporting documents to support project reporting and progress.
  3. Assist M&E team in conducting supervision for improving project performance
  4. Compiling HIV and TB ME data from HIV meeting in provincial level

The position will work with M&E and HIV and TB teams to ensure timely, quality supply chain and project reporting.  This position reports to M&E Manager of GHSC-PSM project in Indonesia.

 

RESPONSIBILITIES:

Responsibilities may include, but are not limited to, the following:

1.   Assist M&E team and technical teams project data collection of HIV and TB supply chain key performance project indicators including data cleaning, data validation, analysis, and reporting.

a)      Assist in checking supporting data for HIV and TB Key performance indicators.

b)      Assist in reviewing HIV commodities (ARV data and Non-ARV) in The Greater Jakarta for completeness, validation and follow up with team for improving data quality. 

c)       Assist in reviewing completeness of HIV and TB supply chain data collection such as non-ARV reporting, Tuberculin, VL and other relevant data through Supply Chain Tracker and follow up and reminder for incompleteness. 

2.   Assist M&E team in checking completeness of supporting documents and compiling monthly report from HIV and TB teams to support project reporting and progress.

a)    Assist in checking data completeness of supporting documents such as activity report, review content of activity report, attendance list.

b)    Assist in compiling monthly report from HIV and TB teams based on template, review completeness and report before submission of the report to provincial level.

3.   Compiling HIV and TB ME data from monthly coordination meeting in provincial and district level.

a)    Compiling HIV supply chain data presented during monthly TB and HIV logistic coordination meeting in to one document. 

b)    Assist in reviewing the action plan (RTL) from the technical meeting.

4.   Assist M&E supervision and monitoring for improving project performance

a)      Participate in HIV and TB technical meeting and provide minutes of meeting identify relevant aspects required for M&E action/follow up

5.   Assist other relevant tasks required related M&E data collection, validation, analysis, and reporting.  

a)    Assist in preparing presentation related technical program update

 

 

QUALIFICATIONS:

 

a)      Bachelor’s Degree in Public Health, Statistic, Pharmacy, Logistics, Information and Communication Technology (ICT), Communication, and relevant degree.

b)      Minimum one year experience in Monitoring and Evaluation or data management or data analyst, in private sector or development sectors in health programs, TB and/or HIV is a plus.

c)       Experience in data management including data collection, data cleaning using quantitative and qualitative methods, data cleaning, and analysis.  

d)      Experience in data visualization, infographics and media communication is a plus

e)      Understanding Information Technology and any Management Information System (MIS) would be advantage.

f)        Ability to work with computer programs typically used for data management, analysis, and reporting, such as Excel/SPSS/R or other tools, presentation software, infographic.   

g)      Time management skills, strong attention to details and accuracy in data and analysis.

h)      Responsive, a fast learner, flexible and able to work in different team. 

i)        Good writing and communication skills in both Bahasa Indonesia and English.     

 

DURATION

11 months as Independent Contractor Service Agreement (ICSA), with possibility extension until End of Project

 

SUPERVISION AND DIRECTION:

The Monitoring & Evaluation Assistant will be supervised by the GHSC-PSM M&E Manager or his/her Designee.
