CHAI Indonesia : Consultant for Cold Chain Maintenance Job Aids Development

CHAI started supporting Indonesia’s Ministry of Health in 2008 to scale up adult anti-retroviral therapy through improving supply chain management, as well as providing technical assistance for improving the quality of ART and laboratory systems to support HIV care and treatment. In recent years, CHAI has expanded its support to the Ministry of Health to other areas including hepatitis and helping to facilitate BMS (Bristol-Myers Squibb) to donate pan-genotypic DAA (Direct-acting Antiviral), daclatasvir, more effective treatment for HCV patient, improving access to family planning, point of care diagnostics, m-health, maternal and child health, and technical support for the Ministry of Health’s drive to sustainably fund healthcare.

 

Introduction of new vaccines in Indonesia had begun and planned to scale up in the coming years. It includes PCV and Covid vaccine primarily along with other new vaccines. With new vaccines introduction, significant numbers of cold chain equipment had been procured through many funding schemes to accommodate those new vaccines storage. Cold chain is one of the most important components in immunization program that ensure high quality vaccine received by beneficiaries.

 

Objectives

 

Cold chain maintenance is an important part of the cold chain equipment (CCE) system, extending the lifespan of the equipment and ensuring that the vaccines stored within remain potent. CHAI is seeking to improve system outcomes, by appointing a technical consultant, empowering healthcare workers to engage in preventative maintenance and access qualified technicians.

 

Scope of Activities

 

The two prongs of this appointed consultant work will be:

 

1.     Develop preventative maintenance workshop material: consultant is expected to develop comprehensive material for cold chain maintenance, including identification and/ developing type/grading of cold chain problems with its preventative action. Routine preventative maintenance can reduce the need for reparative maintenance performed by a trained technician. These maintenance materials then need to be introduced across CHAI’s focal provinces through workshop.

2.     Develop flipchart and technician directory: These resources will help health workers better access maintenance resources and understand how to respond to equipment malfunctions in simplified picture. The flipchart should include information on how to assess equipment malfunctions and when to call a technician. The technician directory should include a list of local technicians qualified to fix vaccine CCE and how the health officer can contact them. This list should include government technicians, if any, local offices of popular manufacturers and any other qualified private technicians. The flipchart and directory then need to be introduced to health facilities and workers across CHAI’s focal provinces.

Timeline

 

The duration of work, including report writing is expected to be 3-month work period

 

Consultant qualifications

 

·       Have a relevant experience and education background in cold chain equipment or similar

·       Good writing skills and experience in developing training material and job aid

·       Good communication and technical skills in cold chain or similar

·       Familiar with cold chain system for health sector especially in immunization program

·       Should be able to produce reports in English and Bahasa Indonesia
