VACANCY USAID/IUWASH PLUS: Individual Consultant to Improved Access and Sanitation Services in Medan, NSRO

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight months initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

 

1.         An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and

2.           An increase of 500,000 people in urban areas with access to safely managed sanitation.

 

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

 

To achieve these outcomes IUWASH-PLUS need high caliber candidates to fill the position of

 

Individual Consultant to Improved Access and Sanitation Services (JOB CODE: STTA/IASS_NSRO) 

 

Objective

1.    Advocating and monitoring implementation replication of LSIC Improvement of the Septic Tank, as well as monitoring after the LSIC implemented in Deli Serdang.

2.     Support the optimization of the functions of the Deli Serdang Mechanical IPLT and Tebing Tinggi IPLT

3.     Optimizing the implementation of the Scheduled Sludge Service (LLTT) at Deli Serdang and Tebing Tinggi

 

Responsibilities:

In general, the tasks and responsibilities of the individual consultant will include, but not limited to::

1.     Advocating and monitoring replication LSIC for septic tank improvement

·        Advocacy for the 2021 APBD-P budget for Deli Serdang Regency to replicate the LSIC design, as well as grant septic tank by DAK budget.

·        Monitoring implementation of replication according to LSIC design and grant septic tank.

·        Monitoring after implementation LSIC upgrading septic tank and giving input to replication project by local government and anticipating in the next fiscal year 2022.

·        Collecting BNBA data from implementation results as input for the LLTT database

2.     Optimizing the Functionalization of the Deli Serdang Mechanical IPLT and Tebing Tinggi IPLT

·        Monitoring the implementation of the Deli Serdang Mechanical IPLT SOP with the use of 41.000 KVA power after the training that has been carried out by IUWASH PLUS

·        Update and develop the technical SOP for Tebing Tinggi IPLT

·        Conducting IPLT Technical SOP training for UPTD PALD Tebing Tinggi operator

3.     Optimizing the implementation of scheduled sewage services

·        Advocacy for the implementation of socialization and promotion programs by UPTD PALD Deli Serdang

·        Monitoring the use of the MIS application and the data input process to the customer database system of LLTT UPTD PALD Deli Serdang

4.     Reporting updates on the implementation in Deli Serdang and Tebing Tinggi Regencies

·        Report assistance updates to USAID IUWASH PLUS National

·        Reporting updates on assistance for the optimization of IPLT Deli Serdang and Tebing Tinggi to the Balai Prasarana dan Sarana Wilayah Sumatera Utara Kementerian Pekerjaan Umum dan Perumahan Rakyat.

5.     Provide other technical support services on request, such as

·       Monitoring the implementation of sanitation business development by the private sector by adopting the LSIC design for upgrading the Septic tank in Medan

 

Minimun Qualifiations:

The candidate should meet the following qualification:

·       Minimum an S-1 bachelors’ degree in Environmental Engineering, Civil Engineering or related field.  

·       Minimum 4 years’ experience in WasteWater Domestic Management and/or Sanitation field.

·       Have experience in developing and implementation on Septic Tank or similar projects.

·       Have experience in Fecal Sludge Management or similar projects.

·       Have experience working together with the local government.
