THE ASSIGNMENT

In Indonesia, IDLO has partnered with the Indonesian Public Prosecution Service (PPS) to strengthen its capacity through enhancing its case management system and processes, as well as strengthening performance-based budgeting.

The PPS is a government institution that exercises the prosecutorial power of the state and other powers conferred by law. Its mandate, according to Law 16/2004, inter alia, is to prosecute criminal cases, to assist or represent the Government in civil and administrative cases, investigate certain categories of offences, and enforce judicial orders. It has the objective of serving the public through the handling of cases in a fast and cost-effective manner that complies with the laws of Indonesia. The PPS consists of the Attorney General’s Office (AGO), Provincial Prosecutor Offices, and District Prosecutor Offices.

Since 2011, the PPS has adopted a series of measures to ensure maximum and optimal performance of its duties, and to adjust itself to align with new legislation and to better serve the public. The institution has tasked itself to reform and reengineer the organizational structure and the management information system, so to ensure more effective, efficient, transparent, and accountable performance.

 

To lay the foundation of its monitoring work, IDLO requires the services of a consultant to complete a Monitoring, Evaluation, and Learning (MEL) plan in support of the above initiatives.

 

Under the direct supervision of the Indonesia Field Program Manager, and the overall leadership of the Indonesia Country Manager, and liaising closely with the Monitoring Specialist at IDLO Headquarters and the Indonesia Country Office Team, the consultant will be required to:

 

·        Become familiar with the IDLO Monitoring Guidelines

·        Review of the project’s draft MEL plan

·        Conduct consultations with the Indonesia Country Office Team, the Monitoring Specialist,  and in coordination with the supervisor, with selected government counterparts, to inform and validate MEL data included in the plan

·        Submit an updated draft MEL plan, in line with IDLO Monitoring Guidelines requirements and templates

·        Incorporate feedback received by internal stakeholders  

·        Finalize MEL plan

·        Present the MEL plan as needed

IDEAL CANDIDATE PROFILE

Education and Work Experience:

·        At least 5 years of relevant MEL experience, preferably within the international development sector.

·        Experience in the Rule of Law sector a plus.

·        Experience with qualitative and quantitative data collection, data management systems, and data analysis.

Specific knowledge, skills and behavioural competencies:

·     Knowledge of standard MEL principles, results-based management, and program monitoring tools.

·      Exceptional analytical and problem-solving skills.

·      Excellent interpersonal communication skills as well as planning and organization skills.

·      Excellent cross-cultural communication skills.

·      Ability to work independently and remotely with limited supervision.

·      Ability to work with teams and perform well under high pressure and according to time sensitive schedules.

·      Ability to establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the Organization.

·      Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

Languages:

·        Strong professional oral and writing skills in English is required.

·        Excellent Bahasa Indonesian reading, writing, and speaking skills.

 

TERMS AND CONDITIONS

IDLO shall offer the selected candidate a Single Engagement Agreement initially for 3 months with approximate starting in early August 2021.

The the assignment is currently considered home-based due to the current Covid-19 restrictions in place in Indonesia. Should restrictions be modified or lifted, in-person meetings in Jakarta, Indonesia, in accordance with Covid-19 safety protocols may be required.

Consultant shall provide his/her own laptop and have a strong internet connection during the assignment to assist the work.
