KOMPAK Program

KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia's efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:

  1. Supporting Local Governments and Service Units to better address the needs of basic service users;
  2. Supporting the poor and vulnerable to benefit from improved village governance; and
  3. Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.

 

The Opportunity

The PKAD Evaluator (Evaluation on Village Apparatus Capacity Building) will provide support to KOMPAK through supporting the PKAD Lead Evaluator to conduct the Evaluation of Village Apparatus Capacity Improvement through a qualitative methodology. You will report to the Research and Evaluation Lead, work intensively with the PKAD Lead Evaluator, the other PKAD evaluators, the Research and Evaluation team and related government partners.

The assignments include providing input to the data collection instruments, conducting data collection, analysis, reporting and dissemination. In addition, the Evaluator will also support other studies/analysis on Village Governance (as needed).

 

Key Duties

  • Support the Evaluation of Village Apparatus Capacity Building Program, in particular to document and evaluate the impact of Village Apparatus Capacity Improvement’s program in KOMPAK- assisted location and non- KOMPAK assisted location
  • With PKAD Evaluation Team, finalize the evaluation data collection tools
  • Conduct the data collection and analysis of the collected data
  • Develop high-level presentation materials and be the main source-person in the evaluation dissemination session (plan and results) to KOMPAK, DFAT and/or Government of Indonesia counterparts
  • Collaborate intensively with the Lead Evaluator and PKAD Evaluation Team, and with the Research and Evaluation Team, and related government partners
  • Provide inputs to other KOMPAK’s analytical works on Village Governance and Community Empowerment, as necessary

Key Requirements

  1. At least Master’s degree in Social, Politics or other relevant fields
  2. At least 10 years of experience in socio-political qualitative studies in Indonesia
  3. Solid experience in conducting study on governance, policy and village
  4. Experience working with central government will be preferred
  5. Proven ability to write study reports and/or policy briefs
  6. Understanding of gender equality and social inclusion issues
