 Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. The organisation’s purpose is to “strive for a just world that advances children’s rights and equality for girls”. This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan’s profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels.  Yayasan Plan International Indonesia invites highly competent, experienced and committed professionals to fill the following position :


Innovative Partnership Specialist W4W 2.0              

BACKGROUND

Around the world with COVID-19 pandemic, education and employment have shifted to online mode. Although this has been a revolutionary and helpful tool it has also exacerbated the already existing inequal access to technology and internet connectivity. Also, as opportunities for youth employment shrink, youth entrepreneurship (in Green sector) is emerging as a critical lever for economic recovery, resilience and growth. Now, more than ever, Plan needs to continue to serve the people most in need to tackle and cope with the ongoing challenges posed by COVID-19, by enhancing their digital tools and solutions, enhancing curricula to include green skilling and knowledge of green / sustainable business creation. Building on existing Accenture, Google and other partner-supported successful youth skilling programmes and platforms, Plan conduct a strategic one year project that will allow Plan to continue advancing existing programme priorities in Indonesia and the Philippines, whilst adjusting to emerging new needs that reflect environmental, green and more socially aware livelihood opportunities in Colombia, creating a blueprint that if successful, will be replicated.

For Indonesia, the proposed extension has specific goal as below: 

Economic empowerment of young people, particularly young women (Indonesia and Philippines) by

    • Enhance and expand the YES! Digital Ecosystem tools and local partnerships, building on the learnings of Wired for Work.
    • Strenghtening Plan digital approach on green entrepreneurship for youth entrepreneurs

This program is aligned with Plan’s strategy to have a profound impact on youth economic empowerment of youth - especially girls – around the world, and with Accenture’s evolving Skills to Succeed strategy, where technology is harnessed to scale employment and enterprise outcomes and address inequality. The proposed extension builds on the successful Wired4Work project in Indonesia and Philippines, ensuring the sustainability of the existing support and learning assets, including the YES!Digital Ecosystem and YES!Academy, by adapting content and distribution to youth’s changed needs due to the pandemic.

ROLE PURPOSE

In view of the above, with heavy emphasize in partnership for scale and sustainability, the Innovative Partnership Specialist should build innovative partnership to benefit large number of youth and ensuring decent job opportunity as well as mainstreamed green skills in youth business. The position will be responsible to identify partnership opportunities that will support the scale up of the project to reach the intended objective. This unique position will also support the integration between online and offline YEE ecosystem to create long-lasting sustainability in both employment and entrepreneurship.

DIMENSIONS OF THE ROLE
Innovative Partnership Specialist will responsible for:
  • Partnership Establishment, Management and Implementation. The partnership will be developed with but not limited to private sectors, youth communities, NGOs and local CSOs, Business Development Service Institutions, TVET Institution, Government, and Academics.
  • Documenting partnership progress and lessons learned for sustainable partnership and collaborations.
ACCOUNTABILITIES

Program Quality

  • Provide critical technical input into the strategy, design, indicators and proposed detailed implementation plan of project partnership.
  • Partnership Monitoring System is developed/established to generate information to facilitate agile decision-making process for management
  • Facilitate discussion between partners and project stakeholder as necessary
  • Become key point person on the collaboration initiation untill it is translated into concrete partnership mechanism and can be transferred to related project member
  • Partnership in place for providing support on youth employment and entrepreneurship as stated in project objectives
  • Partnership agreement drafted and concept notes prepared, finalized and awarded with the input of the incumbent;
  • Provide clear exit strategy for the partnership after the project completion
  • Alert Project Manager and coordinate with internal related staff as well as external stakeholder (if required) if there are any variations from initially agreed workplan and TVET strategy 
              Learning
              • Documented learning in project documents and reports
              • Share learning and best practices and insure that they are incorporated into future work
              • Conduct continuous search for innovation and improved learning program practices within and outside Plan Indonesia to pursue continuous program improvement
              • Partnership well-monitored in monthly basis for actual against target that had been agreed in partnership document
              • Learning from the project is incorporated in the specified decision-making process for updated partnership strategy
              • Leverage funding and In kind partnership listed and identified
                    Networking and advocacy
                    • Initiate and maintain relationship with institutions that can support the achievement of the project
                    • Networking and coordination with general YEE stakeholder
                    • Represent YPII in TVET related forums as requested by Project Manager

                    Compliance

                    • Adhere to Plan Indonesia Partnership protocol, depending on type of partnership
                    • Conducting proper assessment and documentation of the process from the beginning until exit

                    Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)

                    • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work;
                    • Participates actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion;
                    • Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI;
                    • Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedure

                    1. Project Manager: Provide approval and strategic guidelines for the Partnership engagement activities
                    2. Project Officer: Provide administrative support for the establishment and implementation of the partnership activities
                    3. Digital Ecosystem Consultant: Provide technical partnership support for digital systems
                    4. YEE Program Manager: Coordination of program partnership strategy and also management guidance for partnership plan implementation
                    5. Program Advisors: Inform and consult to solicit technical support for cross-cutting issue to ensure it is mainstreamed in partnership plan and activities

                    External

                    1. Government; Ministry of Manpower, Local District Offices and Government-Owned TVET Institutions, Ministry of Education, Ministry of Youth, Ministry of Cooperative and SMEs

                    TECHNICAL EXPERTISE, SKILLS, AND KNOWLEDGE

                    Essential

                    • Bachelor degree in social science or any related field
                    • At least 5 years of experience in multi stakeholder partnership engagement
                    • Good analytical skill
                    • Good interpersonal communication and facilitation skills for mentoring and knowledge sharing 
                    • Possess good judgement to deal with conflict
                    • Able to work both in team and independently with minimum supervision
                    • Existing relevant network will be highly preferable

                     

                    Desirable

                    • Extensive networks on government, private sector, and relevant organizations and institutions
                    • Have experience in Youth Economic Empowerment program in particular for employment issue
