REQUEST FOR EXPRESSIONS OF INTEREST [EXTENDED DEADLINE]

The Government of the Republic of Indonesia has received a loan from the World Bank toward the cost of the Program to Accelerate Agrarian Reform (One Map Project) and intends to apply part of the proceeds for individual consultant service as National Land Tenure Expert.

National Land Tenure Expert will be hired to undertake review on land tenure/rights system in Indonesia; provide recommendations for improvements to the Indonesian  land  tenure  system and land registration system; prepare roadmap for the transformation and improvement  implementation  for the Indonesian land registration system; advise and support the Office of  Director  General of Land Tenure in respect of land tenure registration issues emerging in the day to day functions. The assignment start on July 2021.

The Consultants will, under the guidance and directions of Minister Of Agrarian Affairs And Spatial Planning National Land Agency in coordination with  Directorate General of Land Tenure and Land Registration (Direktorat Jenderal Penetapan Hak dan Pendaftaran Tanah), be required to:

1.       Undertake review on land tenure/rights system in Indonesia covering land tenure/rights available or otherwise stipulated in the applicable Indonesian legal frameworks and those which have not been governed or regulated under current legal framework but exists/practiced in the fields and required to be legally recognized and formalized (Thiswill cover across all types of land use,

i.e. residential, agriculture, plantations, commercial and non-commercial forests, state and titled forests, titled land and state lands, land for reserve). The review shall also cover various aspects of land administration such as recognitions and issuance of land tenure, registration of land rights, land dispute and conflict resolutions

2.       Provide recommendations for improvements to the Indonesian land tenure system and land registration system, including recommendations for the development of new types of land tenure rights, application modern land registration concepts (such as fit for purpose approach etc) and policy developments towards unified land administration and the related key required regulatory changes.

3.       Prepare roadmap for the transformation and improvement implementation for the Indonesian land registration system.

4.       Advise and support the Office of Director General of Land Tenure in respect of land tenure registration issues emerging in the day to day functions.

This is a collaborative assignment and requires close collaboration between international and national land tenure experts. The experts will be required to travel within the One Map Project locations for facts finding and field verifications for their reviews. The Consultant will be engaged for 6 months, and extendable based on needs. The assignment is expected to start in July. The consultant will be required to submit a final report at the end of their appointments and interim progress reports at the end of every month during the terms of their engagement. All reports shall be submitted to the Directorate General of Land Tenure and Land Registration (Direktorat Jenderal Penetapan Hak dan Pendaftaran Tanah) with the copy to Project Director and Project Management Advisor at The One Map Project Management Unit.

The Consultant shall have the following minimum qualifications and experiences:

a.       Advanced university degree (Master Degree or other equivalent) in land administration, law, public policy or public administration;

b.       Minimum 15 years experience working in the development projects in land administration/tenure areas;

c.       Strong analytical and technical knowledge on the Indonesian land administration system, land registration and land tenure management and community and village development (particularly agrarian-based community and village development/empowerment initiatives);

d.       Have basic knowledge and experience relating to the Indonesian land and agrarian affairs, including the related regulatory frameworks;

e.       Experience in working with Government agencies, rural community and NGOs and experience in working for Government-funded project or World Bank/other multilateral agencies – funded projects;

f.        Excellent command in spoken and written English;

g.       Mature, sound judgment and solid analytical skill, good interpersonal skill and articulative; and

h.       Willing to work long hours and travel to project sites and able to work independently under minimum supervision.

 

PMU of the Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants  to indicate their interest in providing the services. The applicant must provide information about their qualification and curriculum vitae, and required to write an essay related to land tenure in Indonesia  on their expressions of interest. Consultants may associate to enhance their qualifications. The consultant team will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
