Palladium is appointed by USAID to manage USAID-funded Health technical Assistance Project (BANTU), to support USAID Indonesia’s Country Development Cooperation Strategy (CDCS) by rapidly leveraging specialized short and long-term technical assistance to USAID, USAID-funded programs; the Government of Indonesia (GOI), and other organizations and agencies as required.

We are currently seeking a short-term Senior Advisor to be seconded to the Health Crisis Center, the Ministry of Health, to ensure the monitoring system for distribution and allocation of health logistics to support pandemic response and help the Government of Indonesia to mitigate global health security risks.

JOB SUMMARY:

The USAID/Indonesia Emerging Infectious Diseases (EID) program is looking for a short-term Senior Advisor for Health Crisis Center to ensure the strategic integration/engagement of related unit within MoH, other sectors and international partners and donor agencies in improving the performance of Health Crisis Center, especially in supporting the pandemic responses. The individual will analyze and recommend solutions to complex problems frequently encountered in the implementation of logistic activities and develop the Health Crisis Center logistic system assessment to identify progress, gaps and recommend ways forward. S/he will provide advice and support to the Health Crisis Center on strategic planning, implementation and monitoring and evaluation for logistic at national and provincial level and ensure solid collaboration with other stakeholders. The advisor will also explore possible actions in strengthening communication, coordination, and collaboration between the Health Crisis Center and BNPB and other ministries, countries and regional/international organizations and for issues related to supply chain.

This short-term position is for an Indonesian (local hire) for a three (3) month period with day-to-day technical guidance and leadership of the Director of Health Crisis Center and Emerging Infectious Diseases Team Lead, USAID Office of Health.

REQUIREMENTS: Degree in Public Health, with supporting degree in Management or Pharmacist; required more than 15 years of progressive experience with the development and management of health programs in Indonesia; national experience on issues related to health procurement, supply chain and logistics is desirable; experienced working with the ministry of health at national and provincial level; experienced in communication, coordination, and multisectoral collaboration related to health supply chain; fluency in both written and spoken English level-4 is required, with ability to prepare and edit technical documents and correspondence at a professional level; must be able to speak and make formal presentations on regular bases in English and Bahasa Indonesia, with high degree of interpersonal, analytical, communication, managerial, leadership, planning, negotiating and problem solving skills.
