Background

 

In January 2020 the World Health Organization (WHO) declared the outbreak of a new coronavirus disease, COVID-19, to be a Public Health Emergency of International Concern and in March 2020 it declare as a pandemic. Medecins Sans Frontieres (MSF), as a medical humanitarian organization with mandate to provide medical assistance to people affected by conflict, epidemics, disasters, or exclusion from healthcare is taking up active role as MOH’s partner in supporting COVID-19 response in Indonesia. MSF has developed and has been implementing COVID-19 response interventions in Banten Province and is aiming to provide more supports for DKI Jakarta Province following the cases-load. Realizing that primary health facility and community play important role in epidemics/pandemics, MSF is keen to strengthen the role and capacity of primary health facilities/Puskesmas and community through capacity building approach; trainings, coaching and community engagement.

Objective

 

 This position is to be based in Jakarta and aimed to provide technical support to MSF’s COVID-19 operation in Indonesia, specifically in providing capacity building to health workers and community with focus on different aspects of Infection Prevention and Control (IPC) in primary health facilities/Puskesmas setting and community. This includes but not limited to general precautions and control measures, personal protective equipment, cleaning and disinfectant and other aspect of IPC in COVID-19 pandemic and to mainstream psychosocial considerations in infection prevention control practices in primary health facilities and community setting.

 

 

 

Responsibility

 

·         To continue the work on capacity building plans, desired outcomes and indicators for both healthcare workers and community in MSF supported sub-districts, according to findings and discussion in community and Puskesmas

·         Ensure the continual analysis and assessment of the needs in targeted communities and primary health facilities/Puskesmas for MSF to further support. Emphasize MSF COVID-19 framework and approaches in fulfilling the gaps.

·         Develop, adopt and/or adapt training modules and facilitate trainings/information-education-communication sessions to health workers and community, consistent with national and international standards and guidelines as well as MSF guidelines and protocols

·         Facilitate trainings/information-education sessions to health workers and community, including community health workers, community leaders, faith leaders and other relevant stakeholders using participatory and collaborative approach

·         In collaboration with the targeted primary health facilities, develop monitoring framework and plans to ensure the optimal application of knowledge and skills provided through trainings to ensure the  quality of services

·         Coordinate and liaise closely with MSF Medical Coordination in all areas of work to ensure smooth implementation of activities and ensure activities conducted are in line with MSF values, principles and operational framework.

·         Ensure cordial relationship with the targeted health facilities/Puskesmas, local health authorities, COVID-19 Taks Forces, communities and other relevant stakeholders 

·         Actively participate in collection of situational updates, analysis of epidemiological data

·         Participate in project evaluation by providing inputs on evaluation plan, involve in data collection and analysis of finding and reporting

·         Prepare monthly and final report of COVID-19 project

·         Utilizing his/her updated medical knowledge and skills, participate in knowledge sharing with MSF colleagues through trainings and  information / brainstorming sessions

 


Requirements

 

 

Education

Medical Doctor (M.D), preferably with COVID-19 response experience.

Experience

Minimum of 4 years of experience in training and infection prevention and control.

Languages             

Local languages and mission language essential.

Knowledge

Essential computer literacy (word, excel)
