Baseline STUDY FOR GENDER PROJECT

IN WEST SUMBA 2020

Background

Save The Children’s mission is to provide the deprived and most marginalized children around the world with opportunities to have a better start in life, access to quality education and protection from harm. Save The Children in Indonesia has been working to serve this mission since 1974 and currently focuses on several areas namely Child Rights Governance, Child Protection, Education, Health and Nutrition, Child Poverty, Gender Equality and Social Inclusion and Humanitarian response and preparedness.

In 2020, Save The Children in Indonesia, working together with Save The Children in South Korea (SCK), will be implementing a gender centric program in Sumba, East Nusa Tenggara. The overall objective of the project is to reduce gender-based violence against children by increasing gender awareness and strengthening school-based referral mechanism. One of the activities to achieve this is through conducting a baseline study to assess the current state of gender norms in communities and to evaluate the school-based referral mechanism existing in Sumba.

As this research is implemented at the time of Covid-19 pandemic, research activities and coordination will mostly be done remotely through virtual means, while regular activities may take place at the research site following health standard procedure required. Research activities implementation may change following the current situation of the pandemic at the site.

Scope of work

Save the Children is seeking a consultancy team to lead the baseline performance evaluation with technical and logistical support from Save the Children in Indonesia and Korea. This will include:

Developing Baseline study design and methodology together with Save the Children team, including calculate sampling size and sampling design.

Developing research tools for this study, including consent forms and quantitative and qualitative research tools.

Programming tools into tablets for electronic data collection

Coordinating and training enumerators for data collection process.

Data collection and data input

Ensuring data quality and validity.

Conducting data analysis process.

Providing Power Point Presentation in English and Bahasa Indonesia of the Baseline survey finding using SC Presentation Slide format.

Presenting midterm Evaluation key findings to Save the Children and stakeholders.

Providing high quality report in English and Bahasa Indonesia using report format provided by SC. Draft report should be submitted to Save the Children for feedback. Satisfactorily report should be received by Save the Children prior releasing final payment to consultant.

Consultant Responsibilities

The consultant shall carry out the following activities:


Activity 1 – Design and field test of the Baseline instruments:


Review key documents, logic model, project proposal, monitoring and evaluation plan and instrument;

Consult with Save the Children/Staff on survey plans;

Prepare of preliminary and final survey drafts for translation, field testing and adjustments

Consult with Save the Children staff on survey modifications prior to and following field testing

Activity 2a – Sampling:


Design sampling, methodology, calculate sample size;

Conduct sampling selection;

Include the above in the final report to Save the Children.

 Activity 2b – Plan, design and implement training enumerators and supervisors:


Recruit enumerators;

Prepare training plan and field work protocols according to agreed methodologies;

Create a survey manual for enumerators and supervisors, which includes step-by-step instructions on data collection and guidance on handling problems and questions arising during data collection;

Train enumerators;

Create a data entry, cleaning, and analysis plan;

Discuss with local partners and Save the Children/Staff.

 Activity 3 – Implement and supervise field data collection, data input and cleaning:


Coordinate with local partners and Save the Children/Staff;

Prepare materials and equipment;

Notify partners and communities;

Deploy enumerators to the field;

Process data: primary processing, file cleaning, file comparisons and validation, tabulations.

 Activity 4 – Analyse and synthesize data; report preparation and tracking program indicators:


Prepare initial results in output tables;

Discuss initial results, and the interpretation or meaning of the results, with local partners and Save the Children/Staff;

Analyse and synthesis data based on the above meeting;

Prepare reports both in English and Bahasa including revise report based on SC feedback.

 Activity 5 – Conduct final presentation.


Coordinate a final presentation for local staff and Save the Children/Staff in both Bahasa and English;

Deliver final report, documents, files, and other materials.

Deliverables


Comprehensive draft of evaluation protocol and tools, including a detailed plan on sampling, specifics on the design, methodology, calculation, and data analysis plan.

Field implementation plan with protocol for enumerators & supervisors.

Data entry and analysis plan.

Training on the required number of enumerators, supervisors, and data entry person.

Final data collection report.

Clean and valid database (i.e. SPSS) and other relevant soft copy of documents such as interview transcript, photo, interview record, and reference documents.

Results/ Key findings presentation to SCI & Stakeholders.

Two printed and electronic copies (on flash disc) of final report both in Bahasa Indonesia and English, to include:

Introduction

Project background

Key Evaluation Questions

Methodology

Result

Summary/ conclusion

Recommendations

Appendices (such as data set, photo, interview transcript, reference documents, relevant documents, results-indicator matrix, and key finding presentation PowerPoint document).

Selection Criteria of Consultant


Consultant Profile


Save the Children will hire an independent consultant to conduct this evaluation. The selected consultant should meet following criteria:


Individual Consultant.

Minimum 5 years of experience in managing similar studies.

Good understanding of gender knowledge, child protection, education and community related issues in Eastern Indonesian context (Especially Sumba context). All these competencies and experiences should be reflected in consultant or consultant team’s CV(s).

Experience with electronic data collection

Experience in qualitative data collection methods.

Familiar with the Eastern Indonesian context (Especially Sumba context).

Strong quantitative and qualitative analysis skills and logical thinking.

Commitment to follow Save the Children’s Safeguarding Policy.

Able to follow schedule and commit to finish the evaluation in timely manner.

Proven high quality report writing both in English and Bahasa.

Technical Competencies


Demonstrated expertise in conducting assessment, monitoring and evaluation.

Comfortable interacting with all segments of the target population.

Ability to interact clearly and effectively with government and non-governmental partners and other organizations.

Ability to write a comprehensible report that could be used as a lesson learnt to move forward and performs better for the communities.

Consultant team ideally have all competencies and experience in Gender and Child Protection, Primary Education, Community Development, Design Research, Monitoring and Evaluation, Research Methodology. All these competencies and experiences must be reflected on research team’s CV.
