VACANCY USAID/IUWASH PLUS: Consultant for Facilitation Technical and Administration SOP for UPTD PALD Kab. Malang, East Java Regional Office

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

1.         An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and


2.         An increase of 500,000 people in urban areas with access to safely managed sanitation.


To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

Consultant for Facilitation Technical and Administration SOP for UPTD PALD Kabupaten Malang, East Java Regional Office

Objective

The purpose of this activity is to improve the performance of UPTD PALD. USAID IUWASH PLUS will facilitate developing both SOP technical and administration for UPTD PALD Malang District. Those SOPs as guidances to provide UPTD PALD towards safely management sanitation services in Malang District.


Detail objective of this activity are:


1.     Providing the right information the community about the importance of safely manage sanitation.


2.   Mobilizing the community, increase their knowledge and capacity about operational and maintenance of the sanitation facilities constructed.


3.     Promoting the desludging service by UPT Pengelolaan Air Limbah Domestik (UPT PALD) Kabupaten Probolinggo.


4.     Promoting to community about PHBS, including hand washing with soap.


5.     Providing beneficiaries list (by name by address) of the sanitation facilities that constructed in 2020 in the location mentioned above.

A.    Scope of Works

The scope of work of the Individual Consultant is to do facilitation of UPTD PALD in providing Safely Managed Sanitation. The facilitation through conducting some activities to develop the Technical and Administrative SOPs of UPTD PALD Malang District.

In carrying out activities, the Consultant is obligated to:

Work together and coordinate with USAID IUWASH PLUS Urban Sanitation Specialist (USS) based in Surabaya, discuss developments in the field.

Conduct discussions with related OPD and UPTD PALD to get some information with various activities like meetings, FGDs and direct discussions.

Involve the relevant OPD / UPTD PALD in every activities

Developing some activities plan including preparing SOW and RAB as well as implementation schedule

Preparing budget clearance including all supporting documents after conducting event.

Prepare the Preliminary Report, Interim Report and the final report

Minimum General Qualifications:

§  Education Background (20%)


S-1 bachelor’s degree, in tecnical, or other relative discipline.


§  Working Method (50%)


a.      Understand about the safely managed sanitation


b.     Good coordination and communication with local government.



c.      Able to work independently with limited supervision and facilities.


d.     Take advantage of facilitating events


e.     Project result oriented.


§  Past Performance (30%)


a.      Minimum 8 years experiences in WASH Sector 


b.     Preferably having work experience in NGO/government projects in sanitation.
