POSITION:   Country Representative, Project HOPE Indonesia

REPORTING TO THIS POSITION:    On-site program managers


POSITION SUMMARY:


Project HOPE is looking for an outstanding Indonesian citizen as the Country Representative (CR) to provide leadership for their program in Indonesia. The Country Representative will provide overall leadership and management of Project HOPE’s programs and operations in Indonesia which, include health programs in multiple themes such as maternal neonatal, child health (MNCH); Non-Communicable Diseases (NCDs); infectious; and disasters and health crises.  S/he will provide strategic direction, will oversee administrative and financial operations of the program, directly supervise key program staff, be responsible for achievement of program results, and lead new program development efforts. S/he will represent Project HOPE before Indonesia government authorities, US government agencies, and other donor or stakeholder organizations.  S/He will communicate directly and regularly with Project HOPE headquarters (HQ), local donors, and other project partners. 

PRINCIPAL RESPONSIBILITIES:


1.          Develops and executes the country strategy in line with global strategy.  Represent and safe-guard Project HOPE interests and reputation throughout the country.


2.          Responsible for supervision of overall planning, budgeting and management, and implementation of Project HOPE’s programs in Indonesia, in accordance with program plans (including the proposal & implementation plan), the grant agreement, and the available financial resources. 


3.          Ensure that all program administration and financial management in country is compliant with Project HOPE Headquarters procedures and regulations, Indonesian law, and regulations and requirements stipulated by donors.


4.          Oversee in-country human resource management, including the recruitment of personnel, the development of job descriptions, performance appraisals, local salary adjustments and compliance with Indonesian labor law and regulations.


5.          Maintaining communications with Project HOPE headquarters on a regular basis, responding to inquiries and requests on a timely basis, and keeping headquarters staff apprised of program and office developments and any issues of concern to program or office operations.


6.          Authorizing local expenditures within the limits of approved budgets and submitting financial reports to headquarters in accordance with Foundation guidelines.  Ensures programs and the country office are operating within budget.


7.          Provide effective leadership to the program teams, including Project HOPE staff and any program sub-grant organizations.  Maintain good communications, provide clear directions, and oversee accomplishment of program objectives.


8.          Responsible for the production and timely submission of quarterly and annual narrative program reports for Project HOPE and donors, to also include required planning documents and work plans.


9.          Provides leadership and direct support to activities responding to major emergencies or crises in Indonesia or throughout the SE Asia region.


10.       Develop and maintain effective working relationships with government officials, institutional counterparts, private sector agencies, and national and international organizations.  Represent Project HOPE at the widest possible range of meetings of professional networks, multi- and bi-lateral institutions, and donor agencies.


11.       Initiates opportunities for new programs, cultivates new partnerships, develop concepts as needed, and contribute to writing of proposals for extension of existing and/or establishment of new programs in Indonesia.


12.       Keeping informed of local legal and security issues as they affect the operation of HOPE programs, and notifying HOPE HQ of such issues and any developments or concerns.


13.       Fulfill other duties and responsibilities as may be reasonably assigned by the Supervisor or Executive Vice President, Global Health.


REQUIREMENTS: Experience and Qualifications


1.       Master degree in health science; Medicines, Pharmacy or Public Health (PhD would be preferred).


2.     Minimum 10-15 years’ program experience in senior management (i.e. Country Director, Country Representative, Technical Director) including team management, finance and administration; donor relations; and inter/intra-agency communications experiences.


3.     Proven successful leadership and management experience, including program, staff and operational management


4.     Public Health background or NGO/INGO/UN/Private sector experience in Public Health required


5.     Strong interpersonal and teamwork skills


6.     Strong partnership, networking and advocacy skills


7.     Proficiency in English and local language required.
