Background | ||||||||||||||||||
UN Women grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. Women are increasingly migrating for work within the ASEAN region, and today close to half of all migrant workers in the region are women. While women migrant workers are disproportionately represented in the domestic work and care sectors, women migrant workers are also found in large numbers in other sectors in ASEAN countries, including construction, agriculture, manufacturing, services and entertainment. However, women have fewer options than men for regular migration, and are often channelled into lower-paid informal sector work with few if any labour protections. Due to gender inequalities and discrimination, women are particularly vulnerable to violence and trafficking, and services for survivors of violence often do not meet their needs. Recognizing these challenges, the European Union is funding a new project, “Safe and Fair: Realizing women migrant workers’ rights and opportunities in the ASEAN region” (2018-2022). Safe and Fair implemented by the International Labour Organisation (ILO) and the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women). Safe and Fair (SAF) is part of the multi-year EU-UN Spotlight Initiative to Eliminate Violence Against Women and Girls. Officially launched on 20 September 2017, the Spotlight Initiative brings focused attention to the issue of violence against women and girls, moving it into the spotlight and placing it at the centre of efforts to achieve gender equality and women’s empowerment, in line with the 2030 Agenda for Sustainable Development. The Government of Indonesia has undertaken significant efforts to make migration safe and fair for Indonesian women, including through a more comprehensive legal framework. In 2017, the government issued Law number 18/2017 on the protection of Indonesian migrant workers, which replaces previous law no. 39/2004 that tends to benefit the migrant placement industry. The new law adopts the international standard of protection for migrant workers and their families. It limits the role of private agencies in recruiting and emphasizes the protection of migrant workers in all migration cycles. In order to prevent and respond to trafficking in person, the government has also issued Law No. 21/2007. This law stipulates the definition of trafficking in person and penalizes the perpetrators with 3-15 years of jail. In 2019, the Safe and Fair Program conducted series of trainings for frontline service providers in West Java to enhance their knowledge and skills on violence against women migrant workers (VAWMW) in all migration cycles and how to provide coordinated quality services to women migrant workers subject to violence and trafficking. There are more than eighty participants, from government and non-government service providers were trained and raised their awareness on the urgency of preventing and responding to violence against women migrant workers and trafficking. This training has contributed to strengthening the linkage of labor migration actors and women crisis centers, particularly in Cirebon district and West Java Province. To expand this skill building to other areas, SAF will conduct a series of training to frontline service providers, government, CSOs and recruitment agencies in East Java and Lampung Province. Capitalizing the existing module, the consultant will train several topics including VAW in all migration cycles, basic communication and psycho-social, data collection, case documentation and management, and cross border networking skills. Responding to the current pandemic situation, the training will be conducted virtually, so the consultant will be highly expected to have good knowledge and skill in designing attractive virtual training for different target groups of participants. | ||||||||||||||||||
