Introduction and Functions

The trend of International development donor funds into Indonesia has decreased significantly since about the last three years. The decreasing even worst when country was considered as the lower-middle income country in 2019. The trend of institutional donors from developed countries reduced significantly and has influenced the project portfolios of many not-for-profit organizations or NGOs in Indonesia. While the corporate and individual donors seem are promising. However, they need strong information and engagement from NGOs. They need to know what the NGOs do and what kind of impact they can create for the community, what the value added that the corporate can provide with the investment in NGOs. Some corporate donors have experienced in creating a social impact with NGOs but many more are still having no clue.

There is also a current trend of not-for-profits transforming into social enterprises due to its changing ecosystem dynamics which are; decreasing international development donor funds into Indonesia, strong need to scale the impact while at the same time reaching financial sustainability, and its need to develop talents. Developing an entrepreneurial mind-set is important for a non-profit organization like YSTC to increase new sources of revenue streams and reach financial sustainability. It also allows them to be innovative in scaling the impact. The YSTC has develop a funding and business development strategy document. To address the need of corporate targeting funding, the organization has divided the size of target funding into four tiers. Tier 1 is transforming Practices, where the target funding is above USD 1 million, Tier 2 is catalysing partnership, where the target funding is USD 200K- 1 million for each donor. Tier 3 is program sponsorship, with the target funding for each project USD 25K-200K. and Tier 4 is corporate membership with the target of each donor below USD 25K.

The consultant will develop general project proposal for every funding opportunity within specific timeline. The consultant will work on programme design process with a thorough understanding of and prior experience in Child Sensitive projects including project on livelihood-food security, women and youth empowerment, education, child protection and health. This will require scoping, reviewing, analysing, and integrating existing plans, projects and working out the required draft budget to implement these activities.

Specific Duties and Responsibilities

In carrying out the assignment, the Consultant is required to employ a collaborative approach in ensuring that inputs are obtained from a wide cross section of stakeholders that relate to Save the Children’s breakthrough (Survive, Learn and be Protected). The Consultant will develop, in consultation with key stakeholders appointed by Save the Children, a full proposal focusing on the following specific activities:

Review relevant literature and documents to be utilized in the preparation and finalization of the proposal or concept note development;

Collaboration and discussion with various departments: Program Impact, Operation, Technical Assistance, Finance, and others related to the proposal development.

Prepare various concept notes or proposal to be presented and submitted to potential donors.

Provide support to Save the Children’s Business Development team on the stakeholder meetings to maintain government, potential donor or internal organization ownership in the programme design processes when necessary;

Actively joining and documenting meetings and discussions with potential donors.

 Outcomes of the Consultancy

Various concept notes and proposal within specific timeline.

Other deliverables shall include:


Minutes of meeting with potential donors

Written discussions and responses in process of making concept notes

 

Lines of Communication

The consultant will work closely and report to the Chief of New Business Development through the Business Development Department of the Save the Children Indonesia.

Timeframe

Approximately 90 working days.

Qualifications and Experience

An advanced university degree in development studies and other related social sciences with emphasis on statistics and/or monitoring and evaluation.

Knowledge in child rights issues, livelihood-food security, agriculture and social sciences, and humanitarian affairs

Minimum of 5 years’ experience in proposal development of child sensitive project, livelihood-food security, and/or program development in Indonesia. Strong program design skills, including capacity to prepare logical-frames.

Ability to work efficiently and effectively with project members in various locations and from multiple organizations.

Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical experts from multiple sectors.

Flexibility to adapt to any subsequent changes in the terms of reference.

Excellent coordination and interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, and pull together input from a diverse team.

Excellent writing/editing, reporting, budget development and presentation/communication skills.

Experience in presenting project information to donors and partners.

Experience in coordinating development of large-scale or strategic proposals, including the development of multi-million dollar project budgets.

Cultural awareness mastering and ability to work in an international environment with people from diverse backgrounds and cultures.

Strong results orientation, with the ability to challenge existing mindsets.

Ability to present complex information in a succinct and compelling manner.

Ability and willingness to change work practices and hours, and work with incoming surge teams, in the event of emergencies.

Fluency in English, both verbal and written, required.
