GIZ Indonesia for the Sustainability and Value Added in Agricultural Supply Chains in Indonesia (SASCI+) project: Technical Advisor on Sustainable Supply Chains

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government.


The global program “Sustainability and Value Added in Agricultural Supply Chains” is part of the special initiative “ONE WORLD – No Hunger” (SEWOH). On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the program promotes the sustainability of selected agricultural supply chains in partner countries.


Agricultural commodities like coffee, cocoa, natural rubber, palm oil or soybean play an important role for rural development in many developing and emerging economies where they form the basis for the life of millions of households. However, their production and processing are accompanied by numerous ecological, economic and social challenges. Often supplied as unprocessed raw material into global supply chains, limited value is added in producing countries. Many farming households are struggling to meet their basic needs and to invest in sustainable production practices. Furthermore, coffee, cocoa, palm oil and soybean are often perceived as drivers of deforestation and forest degradation. With consuming markets and multi-national companies strengthening their efforts to eliminate deforestation and human rights abuses from the supply chain, sustainability of raw material is becoming a precondition for market access.


To address these challenges the program implements the project “Sustainability and Value Added in Agricultural Supply Chains in Indonesia” (SASCI+). SASCI+ focuses on natural rubber, palm oil, cocoa and coffee in two biosphere reserves in West Kalimantan and Central Sulawesi. By increasing the sustainable production of agricultural commodities and strengthening downstream processing and market linkages, the project aims to increase the farmers’ incomes, safeguard natural resources and establish deforestation free supply chains. SASCI+ follows a jurisdictional approach to align relevant stakeholders on shared objectives for sustainable land use and production, as a means for long-term market access and security of supply.


SASCI+ is implemented together with the Indonesian Ministry of Agriculture, the political partner of the project. The project furthermore cooperates with the Indonesian Ministry of the Environment and Forestry, regional and district governments in the targeted biosphere reserves, as well as stakeholders from civil society, research and the private sector involved in sustainable agricultural supply chains.


To support the project in making international concepts on sustainable agricultural supply chains work in the Indonesian and local context, we seek one (1) motivated and qualified Indonesian candidate for: 


Technical Advisor on Sustainable Supply Chains 


A.    Responsibilities 


·         Strengthen the position of the project within the institutional environment in Indonesia


·         Manage the successful engagement of project partners on the national level


·         Align the conceptual design of the project with the regulatory environment in Indonesia


·         Contribute to the strategic and operational planning of the project


·         Contribute to a learning environment, where progress is assed critically and learnings are used in management  


B.    Tasks 


Knowledge and advisory services

·         Observe relevant developments and build knowledge on policies, regulations, research and initiatives on sustainable agricultural supply chains in Indonesia, including on national agricultural policy as well as national and sub-national initiatives


·         Provide technical and institutional knowledge to guide strategic planning and implementation of the project


·         Advise the political and implementing partners as well as stakeholders from government, civil society and the private sector on sustainability in agricultural supply chains, market access and value addition


·         Advise and facilitate jurisdictional approaches and multi-stakeholder initiatives to align on shared objectives for sustainable production and land use planning


·         Provide professional inputs to workshops, seminars and other events implemented by the project or partners


·         Contribute to the development of concepts and materials for capacity development, including guidelines, cooperation agreements, training manuals, and procedures


·         Prepare technical documents and reports as well as presentations for the purpose of public communication, project reporting and knowledge sharing

 

Partnership management and coordination

·         Cooperate and maintain regular contact with relevant parties from government, civil society, research institutes, private sector and international agencies


·         Engage partners on the national level in project planning and implementation


·         Facilitate successful cooperation and coordination between and support by relevant government agencies at national, provincial, and district levels


·         Engage stakeholders from government, civil society and the private sector in jurisdictional multi-stakeholder initiatives


·         Support the project and partners in the design and implementation of concepts for sustainable supply chains and public private partnerships


·         Participate in and contribute to relevant processes, fora, events and meetings on the national and sub-national level


·         Participate in the planning and implementation of study tours, visiting delegations, exchange visits, missions from GIZ and German government institutions, and other official events

 

Project management and coordination

·         Support the team in planning, coordination and successful implementation of project activities on the national level as well as in the two biosphere reserves


·         Plan and implement project activities in line with GIZ procedures, rules and regulations, including service contracts, events and financing agreements


·         Prepare terms of reference for service contracts or financing agreements and participate in the selection and supervision of contracted third parties


·         Coordinate the implementation of project activities with team members, partners and contracted third parties


·         Contribute to the design and implementation of a comprehensive monitoring systems to track progress in the project and to inform management


·         Organize internal and external events and meetings

 

C.    Required qualifications, competences and experience 


·         At least a bachelor’s degree and preferably a master’s degree in agricultural or business economics, natural resource management, business management, international relations or a related field, preferably with a focus on agricultural commodities, sustainability, and / or multi-stakeholder initiatives


·         A minimum of 10 years of professional experience, of which at least 5 years in a comparable position


·         At least 5 years’ experience in providing advisory services on sustainability in agricultural supply chains to government agencies, private sector associations and development agencies


·         Sound knowledge of policies and regulations related to agricultural commodities, land use planning and climate change in the land sector in Indonesia


·         Knowledge of the international discussion on sustainability in agricultural supply chains


·         Proven experience working in or in close cooperation with government agencies, ideally related to the Ministry of Agriculture and / or the Ministry of Environment and Forestry


·         Experience in engaging stakeholders from different institutional backgrounds in multi-stakeholder initiatives


·         Experience in working on a landscape or jurisdictional approach, value chain development, sustainability certification and traceability desirable


·         Experience working for or in cooperation with the private sector in agricultural supply chains strongly preferred; experience working in or in cooperation with an international organization is considered an advantage 


        Other knowledge, additional competences


·         Strong network with institutions working on agricultural commodities and sustainability


·         Proven ability to engage partners in collaborative initiatives or projects


·         Strong analytical, conceptual and problem-solving skills


·         Ability to communicate complex topics to be understood by a broad audience


·         Knowledge of GIZ instruments, procedures and rules is considered an advantage


·         Pro-active attitude, flexibility and intercultural competence


·         Fluency in written and spoken English indispensable; working knowledge of German is considered an advantage
