MADANI - Senior Consultant for the 2021 Indonesia Civil Society Forum

Building on the success of the 2018 Indonesia Civil Society Forum (ICSF), USAID and MADANI Civil Society Support Initiative will in collaboration with other development partners and Indonesian CSOs host the second Indonesian Civil Society Forum in March 2021 on the theme of “Civil Society, Public Accountability and Anti-Corruption in an era of COVID-19”.

The Indonesia Civil Society Forum is annual civil society forum to discuss and support issues for civil society and CSOs in Indonesia, including at sub national level. ICSF will convene local organizations for networking, capacity development, and acknowledgement for innovations and smart practices. The ICSF is a collaborative effort between international development partners, civil society, the Government of Indonesia, national media and the private sector.

Because of COVID-19, the ICSF 2021 will be held fully on-line. Special design considerations and technical solutions will be used to ensure that the Forum is interactive, collaborative and participatory. The design of the ICSF is a combination of key-note speakers, plenary talk show sessions, and parallel group sessions. The estimated size is 250 participants over two days.

The 2021 ICSF will be organized by FHI 360 through its USAID-MADANI Civil Society Support Initiative in close collaboration with USAID. The organizers have set up a Steering Committee, comprised of CSO experts from key development partners and relevant Government of Indonesia agencies to discuss the design of the forum, develop key issues and session topics, identify speakers and resource persons, and determine the expected outputs. In addition to a consultant, MADANI will also contract an event organizer that will design, plan and implement the actual online event using a combination of communication software, digital tools and other IT solutions.

The event is tentatively schedule for the two days during the week of March 22, 2021.

Scope of Work

USAID-MADANI is presently seeking a senior consultant to manage the event. The senior consultant will work closely with the organizers and steering committee to identify and contact potential speakers and resource persons, provide input to the program and flow, and ensure together with a separate Event Organizer, a substantive and interactive implementation of the event in March. In close consultation with MADANI and USAID, the consultant will provide the following services:


·       Contribute to the concept note on the design and content of ICSF 2021, an interactive, vibrant, collaborative and participatory online event


·       Contact and maintain relations with speakers, facilitators and resource persons


·       Design and maintain a timeline of tasks and key deliverables up to the ICSF 2021


·       Maintain relations with development partners and Government of Indonesia stakeholders


Maintain relations with print and social media channels

·       Contribute to the ICSF implementation report


·       Join ICSF organizing and steering committee meeting and provide critical contribution to ensure quality assurance of event planning and design.


·       Work together with communication specialist for designing virtual promotion and campaign strategy


·       Liaise with the MADANI team, vendors and other stakeholders during the event planning


·       As required by the ICSF organizing committee, contribute to the design and/or implementation of the possible regional online events as part of a “Road to ICSF”


·       Any other task related to ICSF as agreed.


The consultant will coordinate weekly with MADANI on the tasks outlined above reporting to the Chief of Party, and will agree on changes to them as needed within the set scope, period of performance and agreed upon level of effort for this consultancy. All deliverable deadlines will be determined and communicated in a timely manner by MADANI.

The consultant will work up to 40 days for six months, starting November 1, 2020.


Qualification


·       At least 15 years experiences working on civil society, social development, anti-corruption, and local governance in Indonesia


·       Extensive network and relationships among development partners and senior Government of Indonesia officials


·       Experience in organizing high-level policy dialogues on social development issues


·       Demonstrated ability to think strategically and navigate politically sensitive terrain


·       Experience in managing complex tasks under time constraints


·       Fluent in English and Bahasa Indonesia;


·       Ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equity and social inclusion.
