Survey and Mapping Specialist (Consulting Services - Individual Consultant)

REQUEST FOR EXPRESSIONS OF INTEREST (EXTENDED DEADLINE)
The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project) and intends to apply part of the proceeds for individual consultant service as Survey and Mapping Specialist.
Survey and Mapping Specialist will be hired to support Project Director to deal with but not limited to review and analysis on the existing policies, strategies, plans and programs on implementing 2D-3D cadastre at the Ministry of ATR/BPN; get the best method for measurement (physical data collection), data processing, and mapping of land parcels in the context of Land Registration; undertake review and analysis on Gambar Ukur (GU) digital, PBT digital, and Surat Ukur (SU) digital; undertake review and analysis on Gambar Ukur (GU) 3D, PBT 3D, Surat Ukur (SU) 3D, and 3D rights certificate for 3D land administration implementation; obtaining technical methods related to the implementation of technology supporting survey and mapping cadastre; obtaining draft technical guidelines and draft regulations in the context of registering two and three-dimensional rights; providing ideas and innovations related to the registration of space rights steps of the Ministry of ATR / BPN, such as: preparation; space measurement and juridical data collection; data integration on the KKP application; presentation of physical and juridical data in 3D (Gambar Ukur Ruang, PBT Ruang, Surat Ukur Ruang), determination of space rights; reporting. The engagement is initially expected for 3 months, and extendable based on needs. The assignment is expected to start in October 2020.
The Consultant shall have the following minimum qualifications and experiences:
a. Minimum S1 or Bachelor’s degree from reputable university in Geodesy/Geomatics/Geography close to land administration. Master degree is preferable;
b. Minimum 5 years of experiences in survey and mapping/ Land Administration System development;
c. Proven experience in at least two Complete Systematic Land Registration (PTSL) projects;
d. Having good analytical thinking;
e. Having ability to think strategically and apply the concept through reports, powerpoint and infographics;
f. Experience of practice in Government projects, development area or private commercial practice (particularly land and land related matters);
g. Experience in working with Government agencies, Government-funded project or World Bank/international agencies/other multilateral agencies – funded projects;
h. Excellent command in spoken and written in Bahasa Indonesia and English;
i. Willing to work by output and travel to project sites and able to work independently under minimum supervision.
PMU of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The consultant team will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
