Safeguard Specialist (Consulting Services - Individual Consultant)

REQUEST FOR EXPRESSIONS OF INTEREST

The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project) and intends to apply part of the proceeds for individual consultant service as Safeguard Specialist.

Safeguard Specialist will be hired to support Project Director to deal with but not limited to: (i) Environmental Aspects: data collection and analysis of environmental characteristics at the study location (identification of habitats and potential for utilizing SDA, AMDAL and other results related to forest and natural resource utilization activities); (ii) Social Aspects: data collection and analysis of demographic and socioeconomic characteristics of communities living in the location, including the existence of Indigenous and vulnerable communities, existing and potential conflicts (including maps of where conflicts exist and their causes), the level of dependence on natural resources, community perception about the implementation of TORA, community empowerment potential, other potential livelihood opportunities. Relevant maps, including identification of conflicts and disputes related to land should also be included as a basis for analysis; (iii) Assessment of the capacity of safeguards: social and environmental risk management also includes an assessment of the implementation of land redistribution of objects of agrarian reform (TORA) from forest areas in the context of sustainable agrarian management involving many stakeholders. The Consultant will coordinate with Regional Offices and Land Offices as well as Ministries and Agencies related to the environment (KLHK, BNPB, etc.) in the Pilot Project working area in implementing social and environmental safeguard mechanisms, develops training programs/capacity building related to social and environmental safeguards. The engagement is initially expected for 3 months, and extendable based on needs. The assignment is expected to start in October 2020.

The Consultant shall have the following minimum qualifications and experiences:

a.       Minimum S2 or Master degree and have graduated at least 5 years from a relevant field such as Project Management, Development Studies, Social Science, Public Policy, and Environmental Science or other relevant field;


b.       Minimum 5 years of experiences in social and environmental risk management, land administration and conflict and dispute handling. Work experience in land administration programs and understanding of the World Bank's social safeguard policies can be a plus;


c.       Have at least 5 times as a Consultant Team Leader in the field of consultancy services in the land/forestry/environment/socio-economic sector and similar fields;


d.       Have knowledge of World Bank operational policies and experience related to safeguards;


e.       Able to think strategically and carry out coordination and dialogue with multi-stakeholders at every level and with various stakeholders;


f.        Having ability to carry out operational/management/administrative as well as analytical tasks, increase capacity, provide training to ATR/BPN staff at both the City District and Provincial levels;


g.       Able to work independently under minimum supervision;


h.       Willing to work hard and can work in a team;


i.        Strong client orientation with commitment to results on the ground; and


j.        Strong communication skills, both written and oral. Being able to communicate in English, both spoken and written will be an added value.

PMU of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The consultant team will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
