Position Title: Data Briefs Consultant

Consultancy period: Oct’20-March’21; 10 days/month

Consultancy Summary:

In sight of reaching quality HIV and AIDS health services to those in needs, LINKAGES/FHI 360 has been one of close partners for Jakarta Province, a capital city of Indonesia, specifically with the provincial health office and district health offices. This partnership covers technical assistance to bring more people getting HIV tested, starting ART immediately, and when in ART, maintaining their viral load level suppressed. Throughout the past 10 years, this partnership has enabled some of basic works in providing HIV services at Jakarta flourished and made Jakarta potentially able to showcase the practices to others, for different purposes, such as for local level advocacy, documentation, and inter-city or inter-provincial learning and collaboration. On some occasions, Jakarta HIV and AIDS related data had been used to show how the program was implemented to come to some evidence-based result or situation. This is one of the importance use of data utilization for decision makers to obtain some understandings on the health provision particularly HIV and AIDS related service, to develop policy and program improvements. Especially when not all program evaluation and documentation are available for the decision makers in regular basis.


As Indonesia has 34 provinces, we acknowledge the local specific of each province despite national policy and other standard of procedures. In terms of data management, Jakarta province have specific system and resources to support the data recording and reporting. And in order to support Jakarta province to optimize data management and usage, LINKAGES/FHI 360 is planning to provide series of activities for Jakarta provincial health office to produce data products as briefs, tools and other means of communication.

Objectives

In general the objective of this activity is to provide assistance as needed by Jakarta Provincial and District Health Offices that deemed priority to make some sorts of plans or strategies in make optimum use of data and develop tools or technique in managing and analyzing data, such as those of routine/ program data, research and study data, as well as any evaluation and reports available.


Specifically, and it serves as several options of data use are


·       To document overarching program implementation using data triangulation to describe program achievements.


·       To document data quality and factors affecting data use to generate evidence for decision making


·       To capture available data management process, data and information exchange, and report including analyzing the view of personnel working with data at different positions


To develop capacity building plan and module as necessary for those who play critical roles in data processing, data analyzing, reporting, and developing tools for various means of policy/program improvements and advocacy.

To share the findings in dialogues/round tables with the LINKAGES strategic partners 

 Methods


The activities carried out to achieve one or more of abovementioned objectives includes


1.     Workshop on the status of data with data related stakeholders to obtain recommendations for improvements.


2.     In depth interview and group discussions with key stakeholders, key informants, and key program implementations to capture and document data processing, reporting, use, and communication/feedback


3.     Provide consultation sessions and other means of technical assistance as necessary


4.     Brief development and trial of their use (to evaluate whether the main objectives of data processing hit the main targets.


5.     Others task as requested


The methods above may not all be selected for the purpose since further detailed terms of reference would be developed in line with the plan of actions

Monthly update report which describes activities and progress of data briefs works. The monthly report must include overall activities that implemented during the month, and specifically focus on above tasks with defined methods. Will produce 6 data briefs products as representative from 5 districts and one province of Jakarta

Education:


Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.

Experience:

Typically requires 5-8 years of experience on data processing, data analyzing, reporting, and developing tools for various means of policy/program improvements and advocacy.

Proficiency in Microsoft Office, spreadsheets, analytical software and other technology required.

Articulate, professional and able to communicate in a clear, positive fashion with clients and staff.

Strong interpersonal skills and the ability to communicate and work well with diverse and multicultural members

Must be able to read, write and speak fluent English.

Prior experience in presenting and facilitating workshops

Related prior work experience preferred.
