Project Overview and Role:

MENTARI is seeking to engage an individual in the role of The Communication and Knowledge Management Specialist who will provide guidance and support to the Collaboration and Networking (C&N) Strand to design and formulate the development of communications, marketing and promotion strategy of the programme and maintaining the programme’s knowledge management systems for the purpose of linking, learning, information sharing and knowledge exchange of best practices in regards to renewable energy sector development in Indonesia. During the assignment, the Communication and Knowledge Management Specialist for MENTARI Programme shall work closely with C&N team, other Strand Leads, MREL and GESI Manager and will keep the MENTARI Programme team informed, updated and agreed on any changes whenever and wherever appropriate.

Primary Duties and Responsibilities: 

Under the direction of the Collaboration and Networking (C&N) Strand Lead, the Communication and Knowledge Management Specialist will:


1. Responsible for the development, implementation, and monitoring of the MENTARI’s communication strategy and stakeholder engagement plan that may appropriately differentiated for different stakeholders.


2. Establish and design the programme’s learning platform and knowledge management system to ensure its current relevance to the programme implementation.


3. In close coordination with Strand Leads, MREL and G&I Manager, develop and formulate the content of the production of programme’s communication materials/visibilities and knowledge management products in creative ways to disseminate programme’s output, outcome, and lessons-learned, including but not limited to newsletter, two-pagers, fact sheet, case studies, policy brief, human-interest stories, blogs, infographics, video-graphics, etc.


4. Supervise and quality assurance of the production and dissemination of programme’s communication materials/visibilities and knowledge management products, to ensure a timely and high-quality production of programme’s communication materials, in compliance with FCO standards & requirements.


5. Provide guidance and supervise the development and regular maintenance of MENTARI website, including updating the website content, i.e. section pages, article, news, media galleries, key highlights, figures, etc. in coordination with Strand Leads, MREL and G&I Manager.


6. Develop the programme’s communication outreach strategy, including but not limited to press release development, media interview briefing, media engagement and monitoring, media analysis in relation to MENTARI’s activities and wide range of energy sector trends.


7. Responsible for the quality development and maintenance of the content for the possibility of MENTARI’s social media platform, in coordination with Strand Leads, MREL Manager and G&I Lead.


8. Coordinate with G&I Lead for ensuring the inclusivity of gender & inclusion components in the delivery of C&N strand, as well as to ensure G&I inclusivity in the production of programme’s communication strategy, visibility materials and knowledge management products.


9. Other duties as required by the C&N Strand Lead consistent with qualifications and experience.

Required Qualifications:

The Communication and Knowledge Management Specialist is required to possess the following qualifications and experience:


1. A Master’s degree in the fields of Social Science, Development Studies, Communication and Media, Public Relations or related subjects.


2. 5 – 10 years of relevant work experience in the communications/campaign/media relations and knowledge management production, or similar position.


3. Excellent presentational and writing skills including use of digital technologies, social media tools and multimedia technologies.


4. Familiarity with information technology and cutting-edge tools to be used in communicating key messages, results, and feedback on the programme.


5. Proven knowledge of the development issues, principles of sustainability and social innovation and/or other environment issues, particularly in renewable energy sector.


6. Proven experience in donor-funded initiatives, which involve various state agencies and local governments, particularly related to renewable energy sector.


7. Excellence written and verbal communication, liaison and interpersonal skills in English and Bahasa Indonesia.


8. Demonstrated project planning and organizational skills, ability to work to tight deadlines and handle multiple concurrent activities.


9. Established contacts and networks within local, national and International media outlets is highly desirable.


10. Ability to work independently and take initiatives in sensitive situations, but also a team player.
