Background

Respect for diversity is a national consensus and was forged in the Pancasila’s Bhinneka Tunggal Ika by the founding fathers of the Republic of Indonesia. It has been a living practice throughout the archipelago and times, but now is undermined by the exclusivist views in public discourse and institutions.

Creative Youth for Tolerance (CREATE) program aims to improve pluralism and tolerance in schools. Inspired by humanist values, Hivos will implement CREATE that facilitates multi-actor collaboration and partnerships to address interreligious and interethnic harmony in Indonesia. CREATE adopts an innovative arts and culture-based approach as an entry point for efforts to promote tolerance and pluralism at the secondary school level, enhances the capacity and will among young people to constructively manage differences, and provides a counterweight to the intolerant messaging students get from other sources.

Hivos is seeking qualified candidates for the consultancy services for financial trainer of Creative Youth for Tolerance (CREATE). This is a consultancy-based offer that will start in Mid October 2020.

Objective

The goal of the training is to strengthen partners staff capacity in financial management. The main financial aspects that will be trained are: Internal Control System, Budget Monitoring, Develop SOPs, Financial Reports – from Journal entry to creating financial reports, Bank and Petty cash management, Procurement to be applied to USAID funds.

Scope of Work

The following task will be delivered by the selected consultant:


Develop the syllabus of the 4-days training, describes concept and topics as the translation of the intermediate outcomes. Once it is approved, translate it into the document as the guideline.

Facilitate the 4-days Financial training in Jakarta.

Develop the pre- and post-test to measure the capacity changes of the training participants.

Develop a training report that covers the process and the analysis of the knowledge changes of the participants.

Develop a guideline on Accountable and Sustainable Financial and Sub-Grant Management.

Prepare financial management training module and develop financial report template module for the training as a guidance.

7.     Assist each of the Hivos partners in developing their SOPs to completion.


8.     Prepare and arrangement online media for the training room.


9.     Provide a training team consisting of 3 trainers and 1 facilitator.

Deliverables

1.     Financial Management Training is well organized of the 4-days for the partners.


2.     Pre- and post-test to measure the capacity changes of the training participants.


3.     Ensure Participants have accounting knowledge to perform a good financial management.


4.     Ensure the participants have knowledge of best practices in financial management and procurement.


5.     A training report that covers the process and the analysis of the knowledge changes of the participants.


6.     The training module of financial management and report templates are available within used as a guide for the participants.

Budget

The budget will cover a 4 days training which include human resources and module of activities by online method include: 3 trainers, 1 facilitator and online media / link room.

Qualifications and Experience

The consultant can be a civil society organization, consultancy service and or a team of specialists that meet the following the selection criteria:

●     Track record on the issue of financial management.


●     Demonstrable experience of the organization/team members in the financial management approach.


●     Certified of Public Accountant (CPA), Internal Auditors (CIA), Management Accountants (CMA).


●     Minimum of 3 years of professional experience in providing trainings on inclusive developing financial budget proposal, financial management, good governance.


●     Master the financial procedures of non-profit institutions.


●     Familiarity, knowing the USAID general policy and regulation about financial management and fraud.


●     Capable and good understanding of regulation and standard accounting (PSAK 45, ISAK 35).


●     Excellent reporting and communication skills (English and Bahasa).
