GIZ Indonesia for the Study and Expert Funds Low Carbon Development Strategy in Indonesia (SFF-LCD) project: Advisor on Low Carbon Development

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). 

The project “Study and Expert Funds Low Carbon Development Strategy in Indonesia” has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) with an implementation period until December 2021. This project would respond to the implementation of Low Carbon Development Initiative (LCDI) at national and sub-national level. LCDI was initiated by the Government of Indonesia and has become new platform for Indonesia to preserve natural carrying capacity and maintain economic growth accordingly. At the national level, policy modelling and the integration of LCDI into the planning document were done and it is expected that this process can be transferred to local governments. 

The project’s overall objective is to support the Government of Indonesia through the LCDI Secretariat by assisting sub-national government to develop their low carbon development policy. The transformation process would begin in the first provinces that have shown commitments in terms of low carbon development. 


To support this project, GIZ is currently recruiting one (1) Indonesian candidate for the following position:

Advisor on Low Carbon Development

Responsibilities 

The advisor is responsible to:


coordinate the work area on low carbon development plan at national and sub-national levels

provide advisory on low carbon development policy 

liaising with Ministry of National Development Planning (Bappenas) and Secretariat of Low Carbon Development Indonesia (LCDI) for joint activities within the project

supporting the work related with monitoring and reporting for low carbon development initiative

ensure the synergy and coordination process among related actors in national and subnational level related to low carbon development initiative

providing professional advice to partners and cooperating with important stakeholders

provide innovation, knowledge management and communication of innovation to partners and important stakeholders and conduct coordination with GIZ communication/knowledge management officer at Country Office Indonesia 

 


Tasks 

1.      Professional advisory services


·         prepare, organize, and facilitate trainings, seminars and other events including event organisation, programme development, input preparation and participant selection and outreach, among others

·         participates in identifying needs for external support and advice, works on policy recommendations and develops a strategic approach

·         advises partner institution(s) on identifying needs, developing concepts and strategies, and provides technical input related with waste management and related issues

·         formulates terms of reference, select and supervision of external support (consultants) assignments to act as trainers/experts for selected research studies, workshop and/or training events

·         monitors the development and implementation of plans and activities in close consultation with counterparts

·         deal with the design, preparation and implementation of workshops, seminars and other events on issues related to the activities within the working areas under his/her responsibilities

·         monitors project progress and the activities of components, reviews reports and documents on the progress of joint programmes, identifies bottlenecks and recommends alternative management options to the manager

·         support project management including providing inputs to annual operational planning in close consultation with project partners and/or implementing agencies 

2.      Networking and cooperation


·         liaises closely with secretariat of Low Carbon Development Indonesia in the implementation of the activities

·         ensures cooperation, regular contact and dialogue with partners, relevant organisations, non-governmental agencies and individuals in the project and with other projects to improve and maintain good working relationships

·         communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project

·         communicates regularly with other GIZ projects on specified topic(s) related with low carbon development policy, climate change, communication, and digitalization 


3.      Knowledge management


·         compiles information related with low carbon development policy and ensures knowledge transfers

·         develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures

·         draws up reports and presentation documents related with working areas under his/her responsibilities

·         formulates appropriate input for project reports 

4.      Coordination tasks


·         assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation

·         coordinates relevant project activities at local level in consultation with the superior and in cooperation with the partners, both as regards implementation and preparing organisational aspects

·         compiles the relevant information for joint activities and assignments

·         uses GIZ’s Capacity Works to manage the projects 

5.      Other duties/additional tasks


·         performs other duties and tasks at the request of the superior

·         shares proactively information about the project with other relevant projects and seeks synergies across activities

 


Required qualifications, competences and experience 

Qualifications


Masters/MSc/similar degree education in International Development Studies, Public Policy, Engineering, Environmental Science or other comparable studies 

Professional experience


·         minimum of 5 years professional experience related with public policy and/or climate policy

·         professional experience in communication, implementation, and documentation process of policy making in the national and subnational are assets

·         experience in working with subnational level institutions on climate policy

·         familiar and proven experience in providing technical assistance to governmental, national and/or sub-national organizations

·         excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with governments

·         networks into both public and private sectors in Indonesia regarding climate change issues are assets

·         experience in international cooperation and/or German cooperation

·         experience in developing and facilitating capacity development programs, tools and training modules, ideally linked to climate change topic 

Other knowledge, additional competences


·         very good working knowledge of ICT technologies (related software, phone, fax, email, the internet), computer applications (e.g. MS Office)

·         excellent written and oral knowledge of Bahasa Indonesia and English

·         working knowledge of German is an asset

·         willingness to up skill as required by the tasks to be performed –corresponding measures are agreed with management

·         strong organisational competence with good communication and coordination skills

·         ability to work in an intercultural environment
